THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY), Position Description Number PDD3026000 and is part of the WY Joint Force Headquarters ANG, Wyoming Air National Guard.
This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.
AREAS OF CONSIDERATION: The consideration of qualified eligible candidates will be as follows: Area 1: Permanent and indefinite Wyoming National Guard (NG) WY ANG employees assigned to the JFHQ-ANG.
Area 2: Permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard.
Area 4: Current military members of the Wyoming Air National Guard.
Area 6: Current military service members to include the US Air Force, Air Force Reserves, and other states' Air National Guard units.
Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position.

SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experiences at the GS-11 level or the equivalent in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement; and specialized knowledge of all applicable merit principles and practices related to federal civilian, military, and National Guard technician personnel programs.
Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoW, U.S.
Army, or U.S. Air Force. NOTE: Education and Specialized Experience will be used to determine qualifications for the announced position.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

This position is in the Wyoming Air National Guard's Joint Force Headquarters (JFHQ-ANG) and serves as the Military Personnel Management Officer (MPMO).
The MPMO is a key leadership role responsible for overseeing and managing all aspects of military personnel programs, policies, and procedures within the Wyoming Air National Guard (WYANG).
The purpose is to provide staff assistance, guidance, and direction on ANG personnel, administration, training, recruiting, retention, incentives, and budgetary matters to the Director of Staff-Air (DOSA), the Adjutant General (TAG), the Assistant Adjutant General (ATAG-Air), JFHQ-ANG staff, and ANG units.
1. Serves as the JFHQ-ANG liaison to NGB in the absence of the DOSA for force support matters, providing policy input and engaging external agencies to advocate and negotiate on the WYANG's behalf.
Provides state level coordination, oversight, guidance and execution of all military personnel programs, including but not limited to: enlistments; appointments; officer accessions; officer and enlisted performance briefs; promotions; demotions; Lieutenant Colonel Authorization Program; officer and enlisted selective retention; discharges; withdrawal of federal recognition boards; separations; all state leadership delegation of authority assignments; Officer Grade Determinations; entry and in-service Religious Accommodation requests; military records; officer and enlisted development opportunities; retention; incentives; disability evaluation system and line of duty; National Guard Bureau (NGB) or Headquarters Air Force (HAF) exceptions to policies; and NGB or HAF level professional military education submissions.
2. Develops and executes the State Force Management Plan based on the Unit Manning Document.
Ensures personnel have optimal career progression and promotion opportunities while minimizing excess or over-grade statuses to maintain effective manning. 3.
Assists in investigations and may represent the department in Congressional and other high-level inquiries.
Drafts official replies to Congressional inquiries and addresses complaints or inquiries from WYANG members or the State Inspector General regarding personnel program issues. 4.
Collaborates with State Headquarters and wings to implement new personnel systems and policies, ensuring smooth transitions to updated technologies and processes.
