This temporary supervisory role in human resources focuses on leading talent management efforts within the Veterans Health Administration, including recruiting, compensating, and retaining staff to support healthcare operations.

The Veterans Health Administration (VHA) has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resources (HR) functions and services to the Network level.
This improvement to HR service delivery will best support the needs of the VISN's diverse workforce and the expectations of management related to the acquisition, compensation, retention and performance of staff.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/16/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level.
Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.
Qualifying specialized experience includes: experience and ability to apply a wide range of HR concepts, principles, laws, regulations, and practices, to include OPM requirements, VHA specific policy and labor organization agreements for Title 5, Hybrid T38, and full Title 38 positions; experience and knowledge in a wide range of HR specialization concepts in the following areas, recruitment and placement, manpower, HRIS, compensation, and classification; knowledge of current HR databases systems to query, retrieve, and analyze information to complete and monitor routine and special assignments, knowledge of posting of job opportunity announcements, issuing certificates of eligibility, and advising managers.
~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas.
Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.
Qualifying specialized experience includes: Providing extensive advice, guidance and technical assistance to VISN-wide management officials on a variety of complex human resources management activities; administering, developing and maintaining position management, manpower, human resources information systems, recruitment and placement, and/or compensation program; interpreting and advising on statutory, regulatory and policy requirements; applying statistical methodologies to measure, evaluate, and improve process performance, organizational effectiveness and resource efficiency; research, identify, and develop criteria and procedures to conduct program evaluations and to measure program accomplishment; providing technical guidance regarding rules and regulations related to human resources program areas.
Preferred Experience: The candidate must have a minimum of 3 years specialized experience at the GS-13 level in one of the following program areas: Recruitment and Placement, Classification, Compensation, Manpower/Position Management, or Human Resources Information Systems.
Major Duties:
This is a Temporary Promotion/Detail Not to Exceed One Year- May be extended to additional periods with the possibility of permanent placement as determined by agency policy or may end prior to one year.
This is not a remote position; the candidate selected will be required to report onsite, and the pay will be determined/adjusted based on the employee's location.

Implementation of an effective program in one or more of the following program areas: recruitment and placement, position management, manpower, human resources information systems, compensation and/or other special programs.
Develops guidance, procedures and standards for new and/or changing program areas to maximize personnel management support.
Identifies and integrates internal and external HR program issues affecting the immediate organization, such as those involving advising on recruitment and placement considerations.
Integrates the work of the Shared Services Section Staffing Units where each may contribute a portion of the analyses, facts, information, proposed actions or recommendations.
Analyzes HR programs to determine needs of the VISN 6 Mid-Atlantic Healthcare Network.
Obtains necessary information through site visits, reports, review of known or suspected problem areas, and other appropriate sources.
Directs, coordinates and oversees the work of subordinate supervisors and employees within the VISN Shared Services Section.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Provides advice, counseling and/or instructions to employees on both work and administrative matters.
Through subordinate supervisors, oversees HR advisory services based on VISN priorities; takes proactive measures to anticipate the VISN's needs by pre-positioning work products in expectation of new projects and programs.
Collaborates with staff on advising management on recruitment and placement, position management, manpower, human resources information systems and compensation.
Oversees and provides detailed guidance on troubleshooting and resolving the most difficult and complex problems associated with delivering comprehensive recruitment and placement advisory services.
