About the Position: Serve as a Human Resources Specialist (Labor Relations) within the Headquarters US European Command (HQ EUCOM), Directorate of Manpower and Personnel (J-1), Human Capital Division.

This role provides technical expertise and leadership in developing, evaluating, and recommending foreign and US labor policy initiatives, projects, and implementation of Department of Defense (DoD) policy and legislative proposals related to civilian personnel management and labor programs.

Labor Management: Communicating agency wide labor relations policies and procedures to staff of the local organization. 2.

HR Advisory Providing staff advisory services, such as developing strategic plans or preparing information papers, on complex human resource management issues impacting the civilian workforce. 3.

Program Oversight: Managing an organization's programs to ensure policy, regulatory, and program issuances are integrated with other staff actions.

You will be evaluated on the basis of your level of competency in the following areas: Labor Management HR Advisory Program Oversight Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major Duties:

  • Contribute to the development of country-wide classification and pay systems, overall U.S. Forces HR administrative policy and procedures, and labor negotiation strategies.
  • Act as a mediator and arbitrator on joint subcommittees, resolving differing viewpoints and building consensus among European theater component command and Non-Appropriated Fund (NAF) activity representatives.
  • Provide program guidance, monitors activities, and coordinates efforts for assigned foreign national personnel programs throughout the EUCOM Area of Responsibility (AOR).
  • Develop briefings for the Human Capital Officer (HCO) for use by executive and senior leaders at HQ EUCOM, component commands, service components, and Office of the Secretary of Defense (OSD) on all aspects of foreign national personnel management.
  • Serve as a key advisor on civilian HR programs, encompassing recruitment, position management, management-employee relations, employee development and training, performance management, overseas allowances, and civilian strength management.
  • Manage strategic support services within the command; coordinates, collaborates, and oversees policy development and management across a variety of command HQ and theater-level programs.
