Job Description

Summary

This job involves helping managers handle workplace disputes, negotiations with unions, and employee relations issues at a naval shipyard.

You'll act as a go-between for labor groups and leadership, offering advice on tricky personnel problems and preparing responses to reviews.

Full Job Description

You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE & LABOR RELATIONS) in the US FLEET FORCES COMMAND HR SERVICES BRANCH (1102.6), LABOR AND EMPLOYEE RELATIONS DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

GS-09 Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience assisting legal representatives of management in the technical aspects of personnel administration during formal hearings, grievances, and appeals.

Experience applying labor relations theories, concepts, practices, laws, rules, regulations, precedents, and procedures. Experience assisting management in the negotiation of labor relation matters.

Experience performing complex fact-finding, analytical, and problem-solving methods and techniques.

Experience in written and oral communication to prepare and present findings and recommendations relevant to difficult and controversial issues as related to L/ER instructions and guidance.

GS-07 Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience establishing and maintaining highly effective relationships with and gain confidence and cooperation of supervisors and managers to resolve difficult and controversial issues.

Experience in applying complex fact-finding, analytical and problem-solving methods and techniques.

Experience being liaison capacity between customers, command personnel and applicable operations to work customer service issues.

Experience in written and oral communications to prepare and present finding and recommendations relevant to difficult and controversial issues.
