Summary

GS-07/09: The primary purpose of this position is to serve as a Human Resources Specialist (Employee Relations) in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques.

(Continued in Duties) In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.

GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems.

Examples of specialized experience includes knowledge of the fundamental principles, practices, and techniques of employee relations; standardized research techniques; and analytical and problem-solving methods required to advise on and resolve moderately complex, non-controversial, well-precedented factual, procedural, and/or recurring issues; make informed judgments on problems and issues; and perform advisory services for problems of limited scope.

OR EDUCATION: Successful completion of one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or Superior Academic Achievement.

GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience includes knowledge of a wide range of employee relations case law, principles, practices, legal and regulatory requirements sufficient to perform detailed analyses and draw defensible conclusions on complex legal issues, problems, and situations; and advise managers regarding appropriate corrective techniques in response to a wide range of conduct and performance issues.

Knowledge of the principles, practices, and techniques of performance appraisal and awards programs within a complex and/or large multi-mission organization sufficient to provide advisory services regarding performance issues, administer, and evaluate a comprehensive appraisal program, and ensure all regulatory requirements are met.

OR EDUCATION: Successful completion of a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible.

One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-07: 1.
