Full Job Description

This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer. Washington D.C. is among the possible duty locations for this position.

The Washington, D.C. office is anticipated to relocate to Alexandria, Virginia. Applicants selected for the Washington, D.C. duty location may be required to report to the Washington, D.C.

office upon entry on duty and subsequently transition to reporting to the Alexandria, Virginia location.

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.

Specialized Experience for this position includes: - Serve as a subject-matter-expert providing technical advice, guidance, and recommendations to management and other key officials on leadership development programs; AND - Experience utilizing adult learning principles and best practices to develop, implement, and evaluate leadership development training programs; AND - Interpret Federal regulation and policy and develop guidelines to effectuate organizational learning programs for all levels of leadership development.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

This position is located at Housing and Urban Development (HUD), within the Office of the Chief Human Capital Officer, Office of Policy Planning & Training, in the Training & Employee Development Division.

The incumbent will work in the Talent Development and Workforce Planning (TDWP) group.

The mission of TDWP is to enrich all HUD employees and offices to ensure a capable, engaged, and mission ready workforce.

TDWP delivers the mission by managing the design and delivery of employee, career, and leadership learning and development programs for HUD.

As a/an Human Resources Spec (HR Development), you will: Collaborating with other counterparts to ensure that the ADDIE (analysis, design, development, implementation, and evaluation) method is followed for all internal training solutions, materials, and resources produced.

The incumbent will also design and manage special training projects for specific target groups in HUD, plan, manage, or facilitate leadership and career development solutions and services that support Federal, Departmental, OCHCO, TDWP, and other HUD Office's programs and initiatives.

Provides expert-level advice and guidance to learning and development individuals in the planning, implementing, and dissemination of education, training, and instruction, to include skills assessments, enterprise-wide operational training and/or performance support materials, and evaluation data.

Knowledge and experience managing programs including, establishing, and meeting budgets, and meeting program goals within schedules and resource constraints.

Examples may include project management or experience as a project officer or contract officer's representative providing oversight of contract staff.
