Job Description

Summary

This job involves advising on hiring and staffing for civilian positions overseas, especially in Naples, Italy, including strategies for recruiting U.S.

and local workers, handling pay incentives, and managing employee benefits like allowances.

It also includes guiding managers on workforce planning, preparing reports to solve HR issues, and keeping in regular contact with teams to update them on HR processes.

A good fit would be someone with experience in federal HR rules, strong advisory skills, and comfort working in an international setting.

Key Requirements

  • At least one year of specialized experience at GS-11 level or equivalent in federal or private sector HR
  • Knowledge of federal civilian HR laws, regulations, and policies in staffing, recruitment, position classification, and compensation

  • Experience advising on overseas recruitment strategies, workforce shaping, special placement programs, and special pay incentives

  • Proficiency in preparing narrative reports and recommending actions for HR problem resolution
  • Strong communication skills for regular customer meetings and consistent HR status updates

Full Job Description

You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT/COMP) in the Office of Civilian Human Resources, Overseas Program Center, Satellite Office, Naples, Italy.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Interpreting and applying federal civilian human resources (HR) laws, regulations, and policies to deliver HR services in one or more functional areas, including staffing and recruitment, position classification, and compensation; ensuring regulatory compliance; and developing, interpreting, and providing authoritative guidance on HR policies and program administration.

  • You will serve as a recruitment and staffing advisor on overseas recruitment strategies, policies, and sources.
  • You will provide staffing and recruitment advisory services for both U.S. and Foreign National/Local National actions.
  • You will advise management on a wide range of staffing issues such as workforce shaping, special placement programs, recruitment methods, and compensation, such as special pay incentives.
  • You will conduct duties in support of the overseas allowances/entitlements program, including, but not limited to initial orientation, reconciliations and out-processing.
  • You will prepare narrative reports to document cases and recommend actions for resolution of problems.
  • You will meet regularly with customers to provide the status of Human Resources actions and to ensure consistency in communications.
