The primary purpose of this position is to serve as the installation Labor Relations Officer and first level supervisor, responsible for planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Employee Management/Labor Management Relations Section.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.

Examples of specialized experience includes knowledge of and skill in a wide range of HR case law, principles, practices, and regulations sufficient to perform detailed analyses and draw conclusions on complex legal issues, problems, and situations.

Knowledge of legal research methods, information-gathering techniques, and analytical skill sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered.

As well as negotiation procedures and techniques, advocacy, mediation, interest-based bargaining, and other non-adversarial problem-solving approaches sufficient to resolve problems and advise management.

Knowledge of conflict resolution techniques is sufficient to interact in occasionally highly charged emotional situations because of delicate or highly contested case matters and determinations.

Knowledge of oral and written communication techniques is sufficient to formulate and present arguments and advisory opinions and to prepare legal and case documents.

Skill in applying consensus and coalition building, negotiating, advocacy, mediation, conflict resolution.

Ability to communicate both orally and in writing includes developing and delivering briefings, reports, legal and case documents, etc.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the theories, principles, principles and practices of federal personnel management and the relationships of the various personnel disciplines.

Knowledge of safety and security regulations, practices, and procedures.

Knowledge of and the ability to apply laws, executive orders, regulations, policies, and concepts pertaining to employee/labor relations and how it relates to the Air Force mission and operating programs.

Knowledge of the methods and techniques of fact-finding, analysis and resolution of complex problems and development of concrete action plans to solve problems.

Skilled in establishing program objectives or performance goals and assessing progress toward achievement.

Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex labor and employee-management relations problems.

Ability to coordinate and integrate the work activities of several organizational segments or several different projects and to adjust work operations to meet emergencies, changing programs or production requirements within available resources and with minimum sacrifice of quantity and quality of work.

Ability to deal with widely diverse individuals and groups in working out solutions to problems or gaining support for program goals. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, organizes, and directs the LEMR activities of the 6 FSS/FSCA, ensuring that the employee management/labor relations section complies with legal and regulatory requirements and meets customer needs.

Serves as the Labor Management and Employee Relations (LMER) Subject Matter Expert (SME) and advisor in employee relations and labor relations for highly-complex and dynamic organizations.

Administers, publicizes, maintains and/or evaluates the labor and employee management relations program. Exercises supervisory personnel management responsibilities.

Participates in special projects and initiatives, performs special assignments and functions to identify and examine problems or operating issues in the LEMR subject matter area affecting a large, multi-mission or otherwise complex and diverse organization or installation.
