GS-5/7/9 The primary purpose of this position is to serve as a Human Resources (HR) Specialist (Classification) in a developmental capacity, performing assignments in installation-level organizations, designed to further develop applicable analytical and evaluative skills and techniques.

Summary Continued in Duties In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.

SPECIALIZED EXPERIENCE: GS 5 Applicants must have at least one (1) year of specialized experience at the next lower grade GS-4, or equivalent in other pay systems.

Examples of specialized experience include applying principles and practices of classification and the analytical and evaluative methods and techniques required to gather and study position information; interpret and apply position classification standards; and to determine classification of positions.

Experience with the standard principles and practices of position management and the analytical and evaluative methods and techniques required to review organizational structures, identify position management weaknesses and discuss findings and remedies with management.

OR EDUCATION: Successfully completed a full four-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of official college transcripts.

OR COMBINATION OF EDUCATION AND EXPERIENCE: Less than the full amount of specialized experience described; however, completed education leading towards a Bachelor's Degree as described.

Therefore, have a combination of experience and education. NOTE: You must submit a copy of official transcripts.

GS-7 Applicants must have at least one (1) year of specialized experience at the next lower grade GS-5, or equivalent in other pay systems.

OR EDUCATION: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement.

OR COMBINATION OF EDUCATION AND EXPERIENCE: Less than the full amount of specialized experience described in the job opportunity announcement; however, completed some graduate-level education as described in the job opportunity announcement.

OR COMBINATION OF EDUCATION AND EXPERIENCE: Have the specialized experience as described, but less than one year; and have at least one year of graduate education as described, but less than the required two years.

GS-11 Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems.

Examples of specialized experience include applying knowledge of Federal HR classification and position management concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities and resolve classification issues which often require the making of fine distinctions in the proper crediting of factor levels and allocation of grade levels to positions; Ability to communicate fine grade-level distinctions and classification rationale to managers sufficient to promote understanding and acceptance of decisions; Ability to serve as a proactive advisor to management, by identifying and persuasively recommending alternative organizational designs that will assist management in establishing organizational structures that are efficient, cost effective, and facilitate career development.

OR EDUCATION: Successfully completed a Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible.

One year at the GS-4 level is required to meet the time-in-grade requirements for the GS-5 level. One year at the GS-5 level is required to meet the time-in-grade requirements for the GS-7 level.

One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Qualifications Continued in Education Major Duties:

GS-5/7 Performs classification assignments.

In a developmental capacity, performs classification assignments characterized by positions in clerical and assistant, technical, and trades worker occupations in a well-established and relatively stable organization where positions and career patterns are standardized and clear-cut in operation Provides position management advisory services.

With assistance from a higher-graded specialist, provides position management advisory service for specific requests related to immediate problems, or position management issues of limited scope in organizations having relatively stable structures Participates in special initiatives, studies, and projects Prepares written correspondence and other documentation GS-9 In a developmental capacity, provides classification services for positions in installation-level organizations.

As a trainee, classifies positions in a wide range of occupations that are predominantly professional and administrative in nature, but include clerical and trades and crafts positions In a developmental capacity, provides position management advisory services.

Trains in planning and performing studies and assisting managers and supervisors in identifying instances of job dilution, supervisory layering, and other signs of poor position management Participates in special initiatives, studies and projects Prepares written correspondence and other documentation GS-11 Provides position classification services for civilian positions across the Air Force (AF) Provides position management advisory services.
