Job Description

Summary

This job involves acting as an expert in classifying federal government positions, interpreting laws and regulations, and advising human resources teams on complex issues related to job roles and pay within the Bureau of Prisons.

It supports a secure prison environment by ensuring proper staffing structures.

A good fit would be someone with advanced education or hands-on experience in HR classification, who enjoys solving tricky problems and guiding others in a government setting.

Key Requirements

  • For GS-11: Ph.D. or equivalent doctoral degree, or 3 years of graduate education in a related field, or one year of specialized experience equivalent to GS-9
  • For GS-12: One year of specialized experience equivalent to GS-11; no education substitution
  • Experience applying classification standards, position management practices, and pay laws/regulations
  • Experience providing training and guidance on classification principles to staff
  • Experience preparing evaluation statements for unique and complex positions
  • For GS-12: Experience in HR program reviews, task forces, job redesign, and advisory opinions on classifications and pay issues
  • Combination of education and experience acceptable for GS-11 only

Corrections professionals who foster a humane and secure environment and ensure public safety by preparing individuals for successful reentry into our communities.

To be considered for the position, you must meet the following qualification requirements. Education: GS-11: Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Graduate education must provide the applicant with the knowledge, skills, and abilities necessary to do the work of the position.

GS-12: There is no substitution of education for specialized experience for this grade level.

OR EXPERIENCE: GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level.

To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are: GS-11: Experience applying classification standards and position management practices, and pay laws and regulations.

Experience in providing training and guidance to staff on basic classification principles. Experience preparing evaluation statements for a variety of unique and complex positions.

GS-12: Experience serving as a member of a Human Resources Program review team, task, forces, and work groups.

Experience providing guidance in regard to position structure, tentative classification of proposed jobs, job redesign, and guidance in the resolution of problems in the classification and position management area.

Experience providing advisory opinions to the field and regional employee services offices on position classifications and pay administration issues.

OR Combination of Education and Experience: GS-11 Only: Have a combination of education and experience.

This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience.

**Your eligibility for consideration will be based on your responses to the questions in the application.** Major Duties:

Functions as a Bureau expert in interpreting position classification laws and regulations, including OPM standards and guides.

Provides guidance and advise to resolve some of the most difficult issues faced by HR servicing offices Bureau-wide regarding these program areas.

Provides advisory opinions to other Bureau HR professionals regarding position classification issues. Works collaboratively with other CCS staff, providing guidance, training and expertise as needed.
