Specialized Experience: One year of specialized experience which includes performing two or more of the following: advising and tracking personal actions (RPAs), such as reassignments, awards, training requests, promotions, incentive awards and classification actions, developing medical treatment facility operating guidance for human resources and advising on Department of Defense or Defense Health Agency standard operating procedures or policies.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management and Business Administration.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Major Duties:

  • Responsible for manpower studies, clerical, technical, administrative, professional, and workforce planning and analysis, organization studies, placement and advisory services for a variety of positions in assigned organization
  • Serve as a point of contact (POC) for routine personnel actions including name change requests, resignations, career ladder promotions, Leave Without Pay (LWOP), Return to Duty and appointment conversions.
  • Answer questions and resolves complaints or refers employee to appropriate individual or activity for guidance.
  • Interpret and apply Department of Defense, Defense Health Agency, Civilian Human Resources business partners, and Medical Treatment Facilities policies pertaining to the civilian awards systems.
