The Opportunity

WSDOT Office of Human Resources and Safety (OHR&S) is currently seeking a Human Resource Consultant 2 (HRC2) that can work both independently and as a member of a professional and fast-paced human resources team.

The successful candidate will function as a generalist consultant responsible for ensuring employment and benefits actions are processed timely and accurately for all WSDOT employees.

This position will serve as consultant for assigned Regions providing research and guidance on issues requiring a range of possible solutions, ensuring compliance with rules, laws, collective bargaining agreements (CBAs), and agency policy.

OHR&S contributes to the mission of the Agency by serving as a knowledgeable, approachable, and customer-focused resource for employees and management.

This position promotes a positive, growth-oriented learning environment as a member of the HR Operations team.


What to Expect

Among the varied range of responsibilities held within this role, the Human Resource Consultant 2 will:

  • Interpret and apply HR rules, policies, procedures, regulations, and CBAs.
  • Prepare and process appointment notifications, including benefits eligibility, for employee movement including new hires, promotions, transfers, separations, etc. and ensure quality of incoming and final documents.
  • Work with Payroll for resolution of payroll errors; escalate complex issues to Operations Supervisor.
  • Coordinate with peers to ensure processing deadlines are met.
  • Exercise sound judgement within established precedents for salary placement, periodic increment, longevity step, and adjustment of services dates (part-time, rehires, seasonal, military seniority, and leave without pay).
  • Act as a WSDOT point of contact for Regional HR staff, Payroll staff, WSDOT employees statewide, and Health Care Authority on all benefits questions related to eligibility, enrollment, processes, rules, and policies.
  • Support employees completing new employee, PEBB, and DRS forms. Educate employees on resources available to them to determine their benefit choices.


Qualifications

To be considered for this opportunity, the following are required:

  • HR Policy & Regulatory Compliance: Demonstrated knowledge of human resource policies, procedures, CBAs, and relevant state and federal employment regulations. Skill in interpreting and applying HR rules and guidelines to ensure accurate personnel, payroll, and benefits processing.
  • HR Systems & Data Management: Proficiency in using HR information systems such as HRMS/SAP, ECM ILINX/Portal or equivalent), Benefits 24/7, Microsoft SharePoint to enter, retrieve, and validate data accurately.
  • Data Analysis & Problem Solving: Skill in analyzing HR and payroll data to identify discrepancies, ensure compliance, and resolve issues.
  • Accuracy & Quality Assurance: Demonstrated ability to consistently prepare, review and enter personnel and benefits documents with precision.
  • Customer Service & Consultation: Demonstrated ability to provide technical HR guidance and consult with employees, supervisors, payroll staff, and regional HR partners.
  • Effective Communication Skills: Strong written and verbal communication skills to explain complex HR processes and policies clearly to both technical and non-technical audiences.
  • Training Experience: Demonstrated experience in training and coaching peers on HR processes, systems, and best practices.
  • Adaptability & Flexibility: Demonstrated ability to manage multiple priorities in a fast-paced environment. Adjust effectively to shifting demands, policies and procedures.
  • Collaboration & Teamwork: Demonstrated ability to work effectively with colleagues, contribute to shared team goals and support workload balance.
  • Technical Software Skills: Proficiency in standard office software (Microsoft Word, Excel, Outlook, PowerPoint) and keyboarding/data entry.
  • Confidentiality & Professional Judgment: Commitment to safeguarding sensitive information and exercising sound judgment and discretion in handling confidential HR matters.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Takes action to meet the needs of others.


It is preferred that qualified candidates also have:

  • Employment Law Application: Knowledge of employment law and the ability to apply legal requirements and risk considerations to HR decision-making and personnel actions.
  • Professional HR Certifications: PHR or equivalent certifications that demonstrate a commitment to professional HR field, standards, ethics, and best practices.

  • This is a non-permanent opportunity, expected to last up to six (6) months.
  • This recruitment may also be used to fill additional positions per business needs.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.

  • This team is mostly a remote team working throughout the state of Washington. This position offers remote work options and may be eligible for remote work up to 100%, per supervisor approval.
