This position provides Network-wide human resource support work in the VISN Shared service Unit (SSU) that entails determining the approach and methods needed to process personnel actions, and ensure related Worklife Benefits, Leave Administration and Reasonable Accommodation functions are completed in a timely fashion.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/19/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-6 position you must have served 52 weeks at the GS-5.
For a GS-7 position you must have served 52 weeks at the GS-6 The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

You may qualify based on your experience as described below: GS-05 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04, in the normal line of progression for the occupation in the organization.
This is a entry level, HR Assistant position, that requires general experience, progressively responsible clerical, office, or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position to be filled.

By using the Guide to Processing Personnel Actions (GPPA) and the HR Smart user guide, the incumbent codes personnel actions for employees under different pay systems; verifies accuracy of generated personnel action for all coded entries; verifies accuracy of HR Smart action to ensure action processed; follow-up with HR Specialist as appropriate.
GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include but are not limited to: Comprehensive and thorough knowledge of laws, regulations, Executive Orders, agency HR policies and procedures, court decisions and issues as they pertain to the assigned areas of responsibility.
Knowledge of agency organizational structure, management policies, procedures and practices Knowledge of, and skill in applying, legal research methods, information- gathering techniques, and analytical skill sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts, commissions, and administrative bodies have rendered.
Knowledge of GPPA and processing Personnel Actions in HR Smart. Ability to communicate ideas clearly both orally and in writing to effectively present findings and advisory opinions.
Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of HR issues or problems of a procedural or factual nature.
Skill in establishing and maintaining effective working relationships with a wide range of personnel both internal and external to the agency.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting, although some work may require periods of standing.

Major Duties:

Incumbent supports the work life programs within HR including telework program, Disabled Veteran Leave, Child Care Subsidy and Transit Benefits.
Determines employees' benefits eligibility (for example, life and health insurance, leave group, federal retirement vs. social security).
Responsible for reviewing and routing all requests for work life benefits submitted to HR. Attends health benefit carrier enrollment fairs to assist with open season.
The incumbent provides administrative support by responding to questions, complaints, problems or situations, and providing explanations of HR policy in WLB.
The incumbent conducts regulatory research to provide a thorough response.

Assists with suspense related to duties of the section; ensures accuracy of information, maintains suspense documents, and follows up on overdue suspense notices with appropriate individuals.
Provides technical guidance, information, and assistance for the Reasonable Accommodation program. Evaluates sensitive personnel issues and counsel's employees on the requirements of viable options.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level.
