To be eligible at the GS-12 level, you must possess ONE full year of specialized experience equivalent to the GS-11 level in Federal service.
Specialized experience is defined as providing effective HR Services and strategic advice and assistance to management, other human resources professionals to identify their recruitment and staffing needs; developing job analyses, assessment questionnaires, and creating vacancy announcements in an automated recruitment system for a variety of positions; experience using delegated examining procedures to evaluate and refer qualified candidates for positions to include adjudicating veterans preference; applying analytical and problem solving methods and techniques; presenting findings or recommendations related to staffing, using effective communication skills, both orally and in writing and providing comprehensive management advisory and technical services in the areas of position classification, and position management.
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.

The Northern District of Texas (NDTX) serves as a Delegated Examining Unit (DEU) umbrella district and provides recruitment and placement and delegated examining services to the NDTX and five or more U.S.
Attorney's Offices. As a Human Resources Specialist, you will be assigned to the Administrative Division in the Dallas office providing a variety of human resources services.
Duties include (but are not limited to): Provides technical and management advisory services for the full range of delegated examining actions in the United States Attorney's Offices serviced by the Northern District of Texas Delegated Examining Unit.
Applies a thorough and comprehensive knowledge of recruitment and placement principles and concepts to advise hiring managers on recruitment actions and to identify, analyze and resolve complex problems.
Uses USA Staffing program, as well as traditional staffing efforts in filling vacant positions.
Evaluates candidates for minimum qualifications and eligibility, applies assessment criteria, conducts quality review of candidate information, including claims for veteran preference, and refers candidates for consideration.
Conducts audit and review of referrals for compliance with merit system principles, Delegated Examining procedures and agency directives.
Ensures case files are properly maintained, provide a complete audit trail, and facilitate reconstruction of hiring actions as necessary.
Reviews the Delegated Examining activities of serviced districts' Human Resources Specialists and provides advice and guidance to ensure that districts are in compliance with applicable Office of Personnel Management (OPM), Department of Justice (DOJ), Executive Office of United States Attorneys (EOUSA), and Delegated Examining units regulations, policies, and procedures.
Provides training and guidance to supervisors and Human Resources Specialists on staffing and recruitment issues, including the use of automated staffing and assessment tools.
Serves as "specialist" or "troubleshooter" and consultant to management on personnel management matters with independent responsibility for resolving controversial, complex and very difficult types of problem cases.
