To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position.
Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level.
To be creditable, this experience must have equipped the applicant with the particular qualifications, and must typically be in or related to the position to be filled.
Some examples of this qualifying experience are: Experience which demonstrates a thorough knowledge of the concepts, principles and practices related to human resource management.
Experience implementing government-wide personnel management regulations promulgated by the Office of Personnel Management as well as orders and policies of the Department of Justice and Bureau of Prisons.
Experience interpreting and applying personnel regulations pertaining to staffing, time and attendance, pay and leave, employee benefits and retirement.
Experience with the agency's negotiated labor/management contract, appropriate policies and procedures governing personnel and payroll processing in the federal government.
Supervisory experience to include planning, organizing and reviewing work, administering personnel matters and dealing effectively with employees and union representatives regarding employee-management concerns.
If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.

This position serves as a Section Chief in the Human Resources Services Center of the Federal Bureau of Prisons (BOP) located in Grand Prairie, Texas.
The Section Chief is responsible for the oversight and direction of one of the following departments: Consolidated Benefits Unit (CBU), Consolidated Processing Unit (CPU), or Consolidated Staffing Unit (CSU).
The work involves a broad arena of Human Resources from benefits services, personnel and payroll processing to nationwide staffing functions.
Provides expert technical guidance in all program areas to key management officials of the BOP, as well as, to HR Managers at the Regional and institutional level.
May be rotated between the three Section Chief positions (CBU, CPU, CSU). This position also requires travel outside the local commuting area.
