Full Job Description

This is a mid-range leadership position that is responsible for managing the Juvenile Services Human Resources functions under the direction of the Director of Juvenile Services.

The position provides guidance to employees, supervisors, and senior managers in personnel matters related to employee compensation, insurance, workers’ compensation, family medical leave, discipline, and interpretation of Tarrant County Human Resource personnel rules and regulations.

This position is responsible for preparing and maintaining confidential personnel records and payroll processing for Juvenile Services employees and serves as the liaison to Human Resources and the Auditor’s Office.

The position reviews and processes FML requests, workers’ compensation reports, and temporary medical assignments.

The incumbent works independently on projects and problem solves with little supervision.

Requirements

  1. Supervise Administrative Assistant including assigning tasks and monitoring completion and providing guidance as needed.
  2. Initiates, receives, and reports results of background checks on potential employees, current employees, volunteers, interns, and contractors. Provides hiring clearance or notice of disqualification to hiring supervisors.
  3. Tracks and prepares report of volunteer hours for Commissioners Court.
  4. Reviews and recommends updates of HR policies as needed for approval as they relate to Juvenile Services, HR actions, and business practices.
  5. Troubleshoots and provides guidance regarding human resource matters to all levels of department staff. Provides guidance on disciplinary matters to employees, supervisors, and department heads.

    Serves as employee point of contact for questions, concerns, and complaints.

    Advises departmental managers on personnel matters including compensation, employee insurance, leaves of absence, workers’ compensation, and personnel policies and practices.

  6. Acts as liaison to HR and Payroll on employee matters that include workers’ compensation, leaves of absence, employee benefits, payroll, retirement, employee discipline, and other personnel matters.
  7. Assists department managers in reviewing and updating job descriptions, processing new hire paperwork, conducting new employee orientation, and training on department policy and procedures.
  8. Serves as time administrator for payroll processing by verifying, correcting, and processing weekly timesheets. Ensures that timesheets are entered and approved by the appropriate supervisor.
  9. Oversees department workers’ compensation and leave of absence processes. Monitors and tracks lost work time and ensures related paperwork is complete.
  10. Creates personnel action forms and other personnel transactions. Maintains and submits changes to the department position control and organization unit lists.
  11. Posts vacant positions on NeoGov system, Texas Probation Association, Juvenile Justice Association of Texas, Texas Juvenile Detention Association, and TJJD website. Schedules interviews and participates on interview panels at supervisor request.
  12. Maintains PREA compliance for contract employees, volunteers, and interns. Produces reports for auditors.
  13. Maintains submissions to various databases (e.g.

    TXDPS-FACT Clearinghouse, DFPS-PREA/Child Abuse) for State and County audit compliance and conducts random audits of employee files to ensure compliance with mileage, personal leave use, and other County policies.

    Checks mileage by pulling log sheets and confirming number of miles claimed for reimbursement is correct. Checks to ensure no more than forty hours of personal leave is used for the calendar year.

  14. Sets up and maintains closed, confidential personnel and volunteer records and oversees the maintenance of other regular staff personnel files. Scans personnel records to electronic recordkeeping system.
  15. Prepares special ad hoc reports utilizing information from various records for departmental senior managers.
  16. Acts as point of contact for Community Resource Coordinator for event activity and reporting and coordinates County fundraising and support events.
  17. Coordinates the department’s appraisal process. Assists supervisors with appraisal development in SAP and enters scores and text as needed. Provides updates and scoring reports to Administration throughout evaluation timeframe.
  18. Performs other related duties as assigned.

Qualifications

Associates degree or equivalent.

Three (3) years of experience in human resources or a related field.

Experience with HR integrated systems such as NeoGov, SAP, etc.

Must have the ability to effectively present information and respond to questions from all levels of Juvenile Services staff and Tarrant County’s Human Resources personnel.

Ability to handle sensitive and confidential information is essential.

Must have the ability to read, analyze, and interpret data and write reports. Must have an understanding of FML, workers’ compensation, County policies, and local, state, and federal laws.

Must be able to effectively communicate with general public for employment information, reference checks, and employment verifications.

Additional Information

While performing the duties of this position, the incumbent is regularly required to bend, carry, hear, keyboard, perform repetitive tasks, sit, talk, and work alone and with others.
