Under limited supervision, serves as the Operations Manager for the South Carolina Department of Public Safety (SCDPS) overseeing the areas of Classification and Compensation, South Carolina Enterprise Information System (SCEIS) Data Entry, Payroll, Human Resources Data Reporting and Benefits. We are seeking a highly capable individual to make a meaningful impact at SCDPS. Come join our leadership team within the largest law enforcement agency in the state.

Under limited supervision, serves as the Operations Manager for the South Carolina Department of Public Safety (SCDPS) overseeing the areas of Classification and Compensation, South Carolina Enterprise Information System (SCEIS) Data Entry, Payroll, Human Resources Data Reporting and Benefits. We are seeking a highly capable individual to make a meaningful impact at SCDPS. Come join our leadership team within the largest law enforcement agency in the state.

Manages the agency’s classification and compensation program. Provides assistance to managers/administrators regarding classifications, position management and organizational structure. Processes personnel actions and serves as the administrator for the electronic Personnel Action Report (PAR) form and workflow process. Responsible for approvals of actions, timely entry into the system and accurate pay. Advises personnel liaisons and managers on human resource rules, regulations and procedures. Assists in developing, reviewing and updating policies, procedures and plans.

Manages the agency’s semi-monthly payroll processing for current, new and separating employees. Ensures actions are processed timely and accurately and reports are created, analyzed and provided to the appropriate Time Administrator (TA) or other required personnel. Answers complex payroll inquiries from employees, TAs and managers. Serves as back up for reconciling the Gross Comparison report and OT template submission.

Oversees the agency’s Retirement and Insurance Programs. Ensures timely and accurate processing of all new, separating and current employee benefits changes. Coordinates New Hire Orientation and separation processing, and Annual Open Enrollment.

Provides detailed statistical reports and verifies accuracy of reporting. Analyzes, prepares and distributes various financial and demographic reports for reporting, auditing and inquiry purposes. Completes compensated absence reporting packages and is responsible for accurate completion of fiscal and calendar year-end payroll reporting and time, leave and benefits reconciliation. Coordinates and prepares reports and paperwork for audits.

Performs other duties as assigned.

Requirements

State Minimum Requirements - A bachelor’s degree and relevant human resources experience. A master’s degree in human resources management may substitute for the required experience.

Agency Minimum Requirements - A bachelor’s degree and three (3) years of progressive human resources experience to include payroll, time and leave, benefits, data review.

All degrees must be from an accredited institution of higher learning.

Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of education and experience.

Additional Requirements -

  • Knowledge of modern office practices, procedures and equipment.

  • Knowledge of the State’s SCEIS system and Microsoft Office Suite and be skilled with Excel.

  • Ability to perform basic mathematical computations.

  • Ability to interpret and apply financial procedures and regulations.

  • Ability to gather, organize and analyze data.

  • Ability to establish and maintain good working relationships with staff members and the public.

  • Ability to communicate effectively. Must have exceptional written and oral communication skills.

  • Ability to work in a fast-paced environment.

  • Work is performed under limited supervision.

  • The employee is expected to exercise judgement in applying and interpreting a variety of policies and procedures.



Qualifications

SCEIS data entry and reporting experience preferred.

Additional Information

Prolonged periods at a computer terminal required. Must be able to lift 25lbs. Must be able to handle a high volume of confidential data. Occasional overtime may be required to meet deadlines. This is an essential position and may require work during emergencies or other critical events.
