Job Description

Summary

This job involves handling administrative tasks for military personnel matters, such as processing promotions, assignments, passports, re-enlistments, discharges, and retirements in the Air Force.

It requires organizing records, analyzing data to improve programs, and supporting various HR functions for service members.

A good fit would be someone with clerical experience in personnel administration, strong organizational skills, and an interest in military operations, ideally with some background in government or HR support roles.

The primary purpose of this position is to perform the full range of substantive clerical or procedural work for military personnel programs, operations, and functions.

These programs and functions include passports, promotions, assignments, permanent change of station orders, re-enlistments, extensions, discharges, separations, and retirements.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions 0203 Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems.

Examples of specialized experience includes knowledge of principles, theories, techniques, practices, mission and organization structure of programs and/or functional fields to support military personnel program administration responsibilities; knowledge of analytical and evaluative methods to develop, monitor, and analyze applicable statistical data to track and assess the efficiency and effectiveness of programs in order to meet strategic goals and plan improvement of programs.

OR EDUCATION: Successfully completed graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

NOTE: You must submit a copy of your transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible.

One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military personnel regulations and procedures relating to military and automated systems programs and of format, content, and uses of the military personnel record and the procedures and requirements regarding its maintenance.

Skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems.

Knowledge of the functions, policies, systems, procedures, and processes employed by headquarters and passport offices in the issuance of passports.

Ability to gather, analyze and present facts, communicate effectively, using tact and courtesy and possess the ability to plan, organize work, and meet deadlines.

Skill interpreting and explaining the requirements for procedures, and processes employed by headquarters and passport offices in the issuance of passports.

Ability to plan and organize management programs and functions of an organization. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Serves as the primary passport/visa (P/V) agent for all military and DoD personnel and their dependents that are serviced by the military and civilian personnel sections Types Visa forms and letters, receives and assembles passport applications received from either by walk-in customers or forwarded by mail and logs into computerized tracking database.

Administers all aspects of the military promotions program Independently completes all paperwork necessary to process members for outbound assignments, permanent change of station orders, re-enlistments, extensions, discharges, separations, and retirements Updates, inquires, and processes actions through Personnel Data System and serves as a primary source of information for individuals and commanders regarding passports, promotions, assignments, permanent change of station orders, re-enlistments, extensions, discharges, separations, and retirements
