Full Job Description

This position is located in the Department of Health and Human Services, Assistant Secretary for Administration, headquartered in Washington, District of Columbia.

WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position.

To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing ALL of the following: Researching, interpreting, and applying Federal HR laws and policy to resolve HR issues in accordance with merit system principles.

Performing staffing functions, such as preparing vacancy announcements, determining applicant qualifications, and issuing tentative and final job offers.

Developing documents to support recruitment efforts, certificate issuance, qualifications determinations, and tentative/final job offers.

Providing verbal guidance on recruitment procedures, qualification determinations, and job offer actions. Documenting experience: IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC.

WHAT YOU'LL BE DOING DAY TO DAY As a Human Resources Specialist, you will use your knowledge of and experience to optimize business results and customer experience by: Provide expert advisory services to managers, supervisors, and employees on the full range of human resources issues, including interpretation and application of laws, regulations, policies, and procedures.

Interpret and apply HR policies and legislation, evaluating new or revised directives to ensure compliance and consistency.

Develop and recommend HR strategies by serving as a team member on cross-functional workgroups tasked with identifying innovative approaches and flexibilities to address agency-wide HR issues.

Participate in policy development and program evaluation, assisting in the review and drafting of HR policy guidance, procedural instructions, and operational processes.

Provide training and technical assistance to managers, supervisors, and employees on HR policies, procedures, and best practices to ensure proper implementation and understanding of HR programs.
