Full Job Description

This vacancy is for a GS-0203-7/8, Human Resources Assistant located in the Department of Homeland Security, U.S. Coast Guard, HUMAN RESOURCES SERVICE CENTER WEST in WASHINGTON, District of Columbia.

To qualify at the GS-07 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-06 grade level in the federal sector.

Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of specialized experience include performing the following types of tasks on a regular basis.

Processing and coding a full range of civilian personnel actions across multiple pay systems and appointment types, ensuring accuracy, completeness, and timely updates in personnel and payroll systems.

Responding to routine and non-routine human resources inquiries from employees, supervisors, and internal customers by providing technically sound information and elevating complex or controversial issues to senior staff as appropriate.

Providing benefits and employment-related support, including counseling on Federal Employee Health Benefits (FEHB) and Federal Employee Group Life Insurance (FEGLI), processing routine insurance changes, and assisting human resources assistants with employment data issues.

Extracting, reconciling, and validating personnel data using HR information systems and office automation tools to produce reports, identify discrepancies, and support workforce decisions and compliance requirements.

Education: successfully completed 1 academic year of graduate level education in a field directly related which demonstrated the knowledge, skills, and abilities necessary to do the work of the position.

Or a combination of education and experience. Note: Education can be substituted for experience at this grade level.

Providing administrative and technical support for processing a full range of staffing, personnel and payroll actions.

Researching applicable laws and regulations to assist in the resolution of personnel and pay issues.

Utilizing automated personnel/payroll related processing systems to code, input or correct date (such as NFC, EPIC, Empowhr, and eOPF).

Independently reviewing personnel requests for accuracy and compliance, maintaining case files and records, tracking personnel milestones and deadlines, and recommending procedural improvements based on practical experience and changing mission requirements.

You will serve as a Human Resources Assistant and will be responsible for providing administrative and technical support to Branch Human Resources Specialist and Assistants on the most highly complex and difficult personnel systems errors and problems and associated actions.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.

Typical work assignments include: Provides administrative and technical support to Branch Human Resources Specialists and Assistants on the most highly complex and difficult personnel systems, errors and problems and associated actions Processes the full range of personnel/pay actions of a complex nature, such as special appointments.

Uses office automation systems and databases such as National Finance Center (NFC), Empower, and Human Resource Information System (HRIS) to input, update, correct, or retrieve complex information.

Provides benefits counseling to civilian employees to explain eligibility, coverage options, and enrollment actions for Federal benefits programs (e.g., Federal Employee Group Life Insurance (FEGLI), Federal Employee Health Benefits (FEBH), and related programs).

Reconciles electronic personnel records with Official Personnel Folders and organizational structures to ensure accuracy, consistency, and compliance with recordkeeping requirements.

Conducts training for Human Resources Assistants providing information and advice on proper coding and methods used to process complex personnel and associated actions.
