Full Job Description

The Human Resources Analyst serves as a core member of the human resources team for the Nashville Department of Transportation & Multimodal Infrastructure.

In this role, they will be responsible for performing moderately complex professional, technical, and analytical HR duties.

The candidate will administer one or more of the following areas: selection, personnel matters, employee relations, and training.

The candidate will have administrative duties such as documentation and processing, enter transactions, and participating in recruiting and employee retention projects.

The HR Analyst will serve as a source of information for NDOT employees ensuring compliance, morale, recruitment, training, and all functions of the Human Resources department are operating effectively.

This is a position that is eligible for a hybrid work schedule and can telecommute upon completion of training.

The Department of Transportation and Multimodal Infrastructure delivers a range of services, and the nearly 400 employees work around the clock to ensure a multimodal system that offers choice and better connects neighborhoods, residents, businesses and visitors to the place that they need and want to go to in a safe manner. These employees are responsible for over 2,200 miles of public roadways and rights-of-way, over 6,000 streets, over 300 bridges, 835 traffic signals and over 1,200 miles of bike/sidewalk lanes and much more. Big events in Nashville consist of CMA Festival, Stanley Cup Finals, Titans games, and any number of special events. These require big preparation and big clean-up, and the Nashville Department of Transportation employees are up for the challenge.

Requirements

  • Conducts onboarding processing for a variety of positions in NeoGov.
  • Provides instruction to new hires when selecting benefits in Oracle Cloud.
  • Drafts job announcements and correspondence.
  • Reviews and evaluates employment applications as received.
  • Coordinates with various divisions and schedules interviews.
  • Assists with open enrollment for the employee benefit program.
  • Analyzes job classes and positions using information obtained in written and/or verbal form.
  • Enters personnel transactions such as hire, termination, demotion, transfer, promotion, etc. for one or more divisions of NDOT.
  • Provides insurance information to employees and retirees, processes enrollments, changes, and termination of employee coverage in plans.
  • Verifies employee eligibility for benefits; reconciles employee information against the employee benefit program; administers COBRA, FMLA, IOD, STD.
  • Assists with the development of Benefit Board agendas and reports.
  • Interprets and explains Civil Service rules, policies and procedures.
  • Confers with departmental staff and counsels' employees on HR practices.
  • May assist with training programs and help compile training activity records.
  • Verifies and manages confidential information.
  • Generates and maintains HR and training reports.
  • Stays abreast of legislative, procedural, or other Metro Civil Service Policy and Rule changes related to HR.
  • Generates and maintains recruitment list and registers.
  • Attends regularly scheduled career fairs.

Qualifications

Bachelor’s Degree from an accredited college or university.
