Base salary range: $104,604 - $135,987

office upon entry on duty and subsequently transition to reporting to the Alexandria, Virginia location.

Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized Experience for this position includes: - Performing a variety of human resources functions using concepts, principles, laws, regulations and practices related to labor relations and employee relations; AND - Developing, interpreting or advising senior management on human resources policies and administration, specifically those related to labor relations; AND - Providing recommendations and solutions to management officials pertaining to labor relations or collective bargaining obligations.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

This position is located in the Department of Housing and Urban Development (HUD), Office of the Chief Human Capital Officer (OCHCO), Office of Human Capital Services (OHCS), Employee and Labor Relations and Performance Management Division.
OCHCO is responsible for developing and implementing policies and procedures associated with human capital management and the administrative management of the Department.
The Employee and Labor Relations and Performance Management Division supports this mission by providing employee relations and labor relations services on a department-wide basis.
As a Human Resource Specialist (LR), you will: -Plan, direct, and administer interrelated and interdependent labor relations program operations on a national level, such as planning and implementing HUD strategies to respond to statutory or regulatory changes affecting HUD labor relations programs and or operations.
-Conduct studies designed to improve existing labor relations programs or to develop solutions to exceptionally difficult or complex labor relations operating problems.
Provide authoritative advice, guidance, and oversight on all aspects of labor relations programs on a national level.
-Develop, plan for, and direct initiatives on broad, emerging, or critical large-scale human resources programs.
Matters of this nature may include labor aspects of telework programs, reasonable accommodations policies, taxpayer funded union time, union use of government office space and discipline policies.
-Conduct briefings on strategic planning initiatives. -Provide top-level management staff with technical human resources advice and assistance and recommend appropriate courses of action to follow.
-Analyze conditions, trends, status, and accomplishments of the agency's workforce planning objectives, and the management of HR programs, and gain leadership acceptance for including such measurement criteria in the areas of HR policy and strategic planning.
