Job Description

Summary

This job involves providing expert HR advice to managers and employees in the Washington State Department of Transportation's Southwest Region, helping with things like workplace rules, employee performance, benefits, and compliance programs to keep the team running smoothly.

It's a non-permanent role based in Vancouver, WA, focused on supporting transportation workers through consultations and administrative tasks.

The Opportunity

WSDOT is seeking a skilled and motivated Human Resources professional to support the Southwest Region in Vancouver, WA.

This position plays a key role in delivering comprehensive, independent HR services to assigned customer groups.

Serving as a trusted advisor and consultant, the role provides expert guidance across a broad range of human resources functions, including classification and compensation, employee and labor relations, reasonable accommodation, drug and alcohol programs, performance management, employee health and wellness, and workforce development and training.

Through this work, the position directly supports WSDOT’s mission by fostering a compliant, engaged, and high-performing workforce.


What to Expect

Among the varied range of responsibilities held within this role, the Human Resource Consultant 2 will:

  • Advise and consult on WSDOT employment actions, utilizing knowledge of federal and state laws, administrative rules, agency policies, and collective bargaining agreements (CBAs), etc.
  • Advise managers, supervisors, and employees and provide general consultation on employment matters and resources such as salary placement, return rights, overtime, schedule changes, seniority/layoff, benefits, retirement, Employee Assistance Program (EAP), tuition reimbursement, etc.
  • Provide technical support such as management of electronic files, databases and tracking logs for multiple areas of Human Resources such as classification, compensation, employee or labor relations, performance management, recruitment, or workforce development.
  • Assist with administration of the Drug & Alcohol Program, coordinating testing and compliance activities, maintaining Commercial Driver’s License (CDL)-related records, and communicating testing requirements per Federal Motor Carrier Safety Association (FMCSA) regulations.
  • Consult with and advise supervisors and managers on routine performance management issues under the guidance of a Senior Consultant; draft and review corrective action correspondence (e.g., letters of concern, letters of expectations, performance improvement plans).
  • Conduct initial intake of employee relations concerns; participate in investigations as documentation lead and assistant investigator.
  • Assist in the development and delivery of HR training


Qualifications

To be considered for this opportunity, the following are required:

  • HR Compliance & Employment Law: Ability to interpret and apply employment laws, rules, regulations, and policies to provide consistent, fair, and compliant guidance across HR disciplines.
  • HR Consultation & Employee Relations: Ability to consult with supervisors, managers, and HR staff on complex regulatory and contractual issues, address sensitive workplace matters, and support effective employee and labor relations.
  • HR Systems & Information Management: Proficiency in using HR information systems (HRIS), including applicant tracking, benefits administration, and electronic content management systems, to manage and maintain accurate HR records.
  • Communication & Interpersonal Effectiveness: Ability to communicate complex HR information clearly and professionally to diverse audiences using written, verbal, and electronic formats, while exercising sound judgment and discretion.
  • Analytical & Problem-Solving Skills: Ability to analyze HR issues, evaluate options, and recommend practical, compliant solutions aligned with policy and organizational objectives.
  • Confidentiality & Professional Ethics: Ability to handle confidential, sensitive, and complex matters with integrity, discretion, and adherence to ethical and legal standards.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Takes action to meet the needs of others.


It is preferred that qualified candidates also have:

  • Foundational Human Resources Knowledge: Demonstrated understanding of human resources principles and practices typically gained through formal education in human resources or a closely related field, or through progressively responsible professional HR experience.
  • Professional HR Standards & Certification: Demonstrated commitment to professional HR standards and best practices, as evidenced by attainment of, or ability to apply knowledge consistent with, nationally recognized HR certifications (e.g., PHR, SHRM-CP, or equivalent).
  • Training & Facilitation Skills: Demonstrated ability to plan, facilitate, and deliver staff training, new employee orientation sessions, and meetings using virtual and in-person tools such as PowerPoint and Microsoft Teams to engage diverse audiences.
  • Public Sector & Labor Relations Environment: Demonstrated ability to work effectively within a unionized and/or government environment, including applying knowledge of collective bargaining agreements, civil service rules, and structured personnel systems.
