Summary

Specialized Experience: One year of specialized experience which includes advising human resources management, conducting workforce planning for a medical treatment facility, utilizing various automated/data systems to prepare daily operations.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Health Administration or Public Health Administration or Human Resources Management.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.

Add the two percentages Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Major Duties:

  • Conducts studies to review and analyze individual positions or to provide recommendations for reorganizations, centralizations, and decentralizations of large departments.
  • Prepares documentation to support recommendations and present findings to supervisor, management officials of the function under study, and senior command group officials through the Position Management Review Board (PMRB).
  • Collaborates with managers to determine advanced in-hire or retention bonus rates hard to fill medical positions. Conducts studies to determine validity of special salary requests (recruitment bonuses, retention bonuses, special salary rates, etc.).
  • Works directly with HR Service Centers to establish rapport and cooperation with job offers and screening and employing applicants for various medical positions within the MTF.
  • Provides information to callers or responds to written inquiries concerning specific vacancies, scheduling appointments as appropriate. Corresponds with candidates regarding interviews, openings, and various other questions about positions.
