Knowledge of the dynamics of problematic sexual behaviors in children and youth as well as domestic, interpersonal and family violence to include child abuse and neglect.
Intensive practical knowledge of community resources and services, crisis intervention, and bow individuals in distress may quickly obtain the types of assistance they need.
Knowledge of laws pertaining to family relationships and protection of children and adults.
Not required to have formal training in aspects of law, but must be knowledgeable of laws that pertain to domestic abuse and child abuse and neglect as well as non-normative sexual behaviors in children and youth.
Knowledge of military organizations, missions, lifestyles, and situations which can contribute to family stress, problems and crisis situations.
Ability to demonstrate skill to interact with diverse individuals during crisis situations, including persons in the medical, legal, and social service communities.
Ability to express oneself orally and in writing in a professional manner, to deal with diversified groups, individuals and organizations, and to compose written reports and material clearly, concisely and effectively.
Skill to develop, coordinate, recommend and review prevention and intervention plans, materials, and policies to enhance support and programming that strengthens individual and family functioning, community and command awareness of the importance of the CCR to child abuse, domestic abuse and, problematic sexual behaviors, and prepares and sustains capabilities of commanders, Active Duty service members, and military spouses for mission readiness.
Experience delivering education and training using a variety of techniques and methods.
Competent in developing specialized training materials with the ability to deliver effective interactive trainings and briefings. Skills in public speaking.
Skills to establish and maintain effective working relationships and communicate effectively orally and in writing with service members, family members, command, military agencies, and civilian agencies.
Knowledge of the military structure and environment preferred.
Ability to identify trend, service gaps, and policy improvements and develop recommendations based on installation specific data, current research, and evaluation outcomes. Work is typically sedentary.
However, there may be some walking, standing, bending, or carrying of light items. No special physical demands are required to perform the work.
The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices and meeting/conference rooms.
The work area is adequately lighted, heated, and ventilated. Major Duties:
Major duties and responsibilities are summarized below.
Education and Training (50%) Provide instruction to small groups and large classes in issues related to marriage enhancement, positive parenting, anger management, stress management, communication skills, conflict resolution, prevention and awareness of domestic abuse, child abuse, as well as problematic sexual behaviors in children and youth.
Develop and facilitate briefings and classes to commands and other military agencies on, domestic abuse and child abuse as well as non-nonnative sexual behaviors in children and youth in order to promote healthy family interactions, healthy sexual development and reduce incidences of family maltreatment in accordance with direction from higher headquarters.
Provide primary and secondary education and training to professionals and paraprofessionals who work with children aboard installation to include but not limited to: childcare programs, youth sports volunteers, schools, and law enforcement in accordance with Department of Defense (DoD) policy.
Training content includes risk factors for, and the dynamics of non-normative sexual behavior in children and youth, child and domestic abuse and neglect, reporting responsibilities and their role in the coordinated community response and multidisciplinary team.
Facilitates sessions of classes including but not limited to: Prevention and Relationship Enhancement Program, Parenting with Love-n-Logic, Scream Free Marriage, and Scream Free Parenting.
Plans, Sexual Health through Approachable Prevention and Education (SHAPE) and participates in enduring activities in support of campaigns such as Child Abuse Prevention Month Domestic Violence Awareness Month, and Teen Dating Violence Awareness Month (TDVAM).
Coordinates development of relationship enhancement activities including delivery, scheduling, advertising, and preparing a lesson plan, and coordinating childcare for attendees.
Coordinates with community agencies, in accordance with agreements for both on and off support agencies, to ensure that comprehensive victim services and training are provided through a coordinated community response to domestic abuse victims.
Conduct needs assessments to identify gaps in services and improve prevention programming.
Analyze installation specific data regarding non-normative sexual behaviors in children and youth, child abuse and domestic abuse to identify populations at risk, trends, and areas of improvements.
Evaluate the effectiveness of current programming and make recommendations for programming improvements.
Utilize a variety of fact-finding techniques such as interviews, cases analysis, and observation to elicit appropriate data, identify areas of operation, and recommend policy and process improvements.
Coordinated Community Response (40%) Participate in the Family Advocacy Committee (FAC) the policy-making, coordinating, recommending, and overseeing body for the response to child abuse, domestic abuse and problematic sexual behavior in children and youth with other agencies in accordance with the Department of Defense Instruction.
Collaborate with other agencies within the "Coordinated Community Response" (CCR) framework under the FAC.
Assist with the development of the CCR annual plan with specific objectives, strategies, and measurable outcomes.
The annual plan includes universal, selective, and indicated interventions based on identified installation trends in regards to child abuse and domestic abuse as well as non-normative sexual behavior in children and youth.
Collaborate with other program specialists who develop the program evaluation plan, suggests methodology, and provides guidance on handling of technical problems, and public relations issues.
Collaborate with other military agencies to support and ensure command and unit training requirements are achieved. Work as a team with other Behavioral Health Branch prevention professionals.
Conducts bi-annual installation scans to ensure that that military families, living on and off base have access to information about the Family Advocacy Program and that military families can access Family Advocacy Program resources from non-DoD agencies in the civilian community.
Ensure all information and referral and awareness and prevention education services are entered and counted in Fleet and Family Support Management Information System (FFSMIS).
Ensure all prevention education services are accounted for and entered in the automated Centralized Scheduling and Metrics system in use by the FFSP.
Administrative Safety Reporting (10%) Document and record service delivery in accordance with installation procedures and higher headquarters policy. Adhere to safety regulations and standards.
