Requirements

The Department of Building and Development's (DBD) Administration Division is seeking an experienced human resources professional to serve as the Department's HR Program Manager to support the full employee life cycle in a 200+ person, multi-discipline regulatory agency. This position directly influences how DBD hires, develops, supports, and retains the people who make us successful, including oversight of a new training program. The HR Program Manager will join a team that values customer service, dependability, sound judgment, and the ability to navigate a fast-moving environment. This position is ideal for someone is an excellent supervisor, enjoys solving organizational challenges, and can translate policy into practical, actionable guidance.

The HR Program Manager is responsible for leading the Department's core human resources functions while also providing strategic oversight for a newly established training program. Serving as the Department's primary HR liaison, this position ensures that foundational HR operations are delivered consistently, accurately, and in alignment with County policy, while also helping shape how the Department develops and invests in its workforce.
HR operations: The HR Program Manager oversees personnel and payroll actions, recruitment and hiring processes, onboarding and offboarding, and classification and workforce planning activities in coordination with the Department of Human Resources. The role supports employees and managers throughout the employee life cycle, including managing actions in Oracle and ensuring smooth transitions as staff are hired, promoted, or leave the organization. Notably, this position is not responsible for Employee Relations matters.
Training: The HR Program Manager provides leadership and direction for the Department's training function, which is delivered by a dedicated training position. This includes establishing structure, setting priorities, and ensuring training initiatives are aligned with departmental needs, operational goals, and County standards. The role focuses on program oversight and continuous improvement rather than day-to-day training delivery.
This position supervises two employees within the Administration Division and places strong emphasis on effective leadership. The HR Program Manager sets clear expectations, provides coaching and accountability, and fosters professional growth to ensure high-quality HR and training services. Success in this role requires sound judgment, strong communication skills, and the ability to balance operational execution with strategic thinking in a dynamic, service-oriented environment.

Salary commensurate with experience.



Qualifications

Bachelor's degree in Human Resources Management or related field; two (2) years of related HR work experience; or equivalent combination of education and experience.
