Summary

This entry-level job involves assisting with the monitoring and maintenance of Houston's water and wastewater systems to keep them running smoothly and in line with environmental rules.

You'll help handle calls, track facility status using computer systems, and perform cleaning and basic upkeep tasks at treatment plants.

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Work consists of standard procedures and tasks where basic analytic ability is required, as in the comparison of numbers and simple facts in selecting the correct course of action. Periodic extended hours may be necessary. Assists lead technicians in performing communication duties including receiving incoming calls determining call priority and relaying necessary information. Using the S.C.A.D.A system, technicians monitor the status of wastewater treatment plants, lift stations, underpasses, storm water and wet weather facilities to ensure facilities stay in compliance with State and Federal permit regulations. Requires the ability to multitask. Assists lead operators in communication and coordination of work with other technicians and support personnel by radio, telephone, and email. Uses basic knowledge of grammar, spelling, and punctuation in the maintenance of a daily log of calls, reports and messages. Interprets and follows oral and written instructions. Assists lead technicians in the answering of information-seeking, complaints, and distress calls from citizens and city personnel. Assists lead technicians in the coordination of the delivery of support materials and information to wastewater personnel as well as personnel from other departments or agencies. Assists lead technicians in providing tours. Assists the lead treatment plant operator in maintaining and performing routine activities, while learning the treatment processes and plant equipment. Assists in maintaining plant compliance with EPA standards and Texas Water Commission. Performs general cleaning of grounds and buildings, including removing debris from various mechanical systems. Ensures plant safety and sanitary requirements, washes down plants, maintains plant grounds, cleans clarifiers, blower filters, rotor screens, etc. Performs other duties as requested.

ESSENTIAL FUNCTIONS/WORKING CONDITIONS
The position involves considerable physical exertion, such as regular climbing of ladders, lifting of heavy objects up to eighty (80 pounds) on a highly frequent basis and/or assuming awkward positions for long periods of time. There are frequent exposures to extreme levels of temperature, air and noise pollution.

This is a Department of Houston Public Works Emergency Management position at the Tier I & II Level.

Requirements

EDUCATIONAL REQUIREMENTS
Requires a high school diploma or GED certificate.

EXPERIENCE REQUIREMENTS
No experience is required.

LICENSE REQUIREMENTS
Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving.

Requires a valid Texas Commission on Environmental Quality (TCEQ) Class "D" Water/Wastewater Operator's certificate within twelve (12) months from entry into this classification. Within Twenty-four (24) months after either obtaining the Class D certification or entry into this classification, a TCEQ Class "C" Water/Wastewater Operator's certificate must be obtained. Certificates must be appropriate to position location, such as surface water, groundwater, distribution, or wastewater treatment.

Qualifications

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
