Full Job Description

This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Tibor Rubin, VA Long Beach VA Medical Center's (VAMC) in the Social Work Service.

The primary purpose of the carries out all duties related to obtaining and maintaining housing for homeless or Veterans at-risk for homelessness who are referred by a homeless program provider or self-present for HUD/VASH voucher services.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/17/2026. Time-In-Grade Requirement: Not Required at the GS-05.

Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience, equivalent to the GS-4 grade level in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: applying knowledge of housing assistance programs; providing property search services; supplying information or instructions to clients regarding tenant rights and responsibilities; linking veterans into permanent housing; following written policies and operating procedures maintain information and providing customer service.

OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4-years of education above high school.

OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond high school.

You will be rated on the following Competencies for this position: Customer Service (Clerical/Technical) Teamwork Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily community based. Typically, the employee will sit to do the work.

However, there will be walking, standing, bending, carrying of light items (such as books, papers), accessing transportation, and/or driving a government vehicle.

The work requires patience and control of emotions. Must be medically cleared and trained before operating a federal vehicle, pursuant to VHA Directive 2008-020.

REQUIRED TO BE CERTIFIED as an Incidental Driver.

Major Duties:

Total Rewards VA Benefits Major Duties: Responsible for providing services to identify landlords and safe, clean and quality apartments in communities throughout the VA Long Beach Medical Center's (VAMC) service area.

Function as an interdisciplinary team member in the HUD-VASH Program by working collaboratively with the Housing Case Management Team to assist Veterans to locate appropriate housing, housing applications, holding fees, security deposits, and furniture assistance.

Develop working relationships with various community landlords, community agencies, and Public Housing Authorities, serving as a VA liaison or contact person.

The incumbent must maintain a strong relationship with them to foster collaboration and allow for coordinated care for Veterans.

Keep all data analysis and track trends of landlords, Landlord Satisfaction Surveys, application fees, and other relevant data. Performs other duties as assigned.
