Public Health – Seattle & King County’s Prevention Division is seeking an HIV/STI/HCV Regional Health Administrator
to oversee the programs $60M biennial budget and all HIV prevention, care services, epidemiology, and syringe services programs.
This posting will create a list of qualified candidates that may be considered for selection of additional vacancies of the same position type over the next 6 months.
Position Summary
The HIV/STI/HCV Regional Health Administrator will supervise a leadership team comprising of ten program managers.
This role is also responsible for budget management, acting as a liaison to local/state/federal funders, human resources management, policy development, assuring equity principles are implemented in the workplace and program planning.
Background
The HIV/STI/HCV Program offers services and resources to decrease new infections and help those living with Human Immunodeficiency Virus (HIV), Sexually Transmitted Infection's (STIs), and Hepatitis C Virus (HCV) lead healthier lives.
The program has a biennial budget of about $60M and a staff of over 100 talented employees and contract staff.
The HIV/STI/HCV Program is organizationally situated in the Prevention Division of Public Health – Seattle & King County.
The Prevention Division provides core, foundational public health services and is responsible for protecting the health of the public through controlling the spread of communicable diseases and identifying preventable causes of death.
The HIV/STI/HCV Program is one (1) of six (6) sections in the Prevention Division; the other sections are Communicable Disease, Epidemiology and Immunizations, Tuberculous (TB) Program, Vital Records, the Public Health Laboratory, and the Medical Examiner’s Office.
The Division has over 275 employees and a biennial budget of about $140M.
Public Health – Seattle & King County
("PHSKC", "Public Health", or "the department") is the Public Health Department for King County, Washington which includes 39 cities, including the City of Seattle, and unincorporated areas. Public Health is one of the largest metropolitan health departments in the United States with over 1,600 employees. Work Schedule
The typical work week is Monday through Friday, 8:00am–5:00pm, 40 hours per week with some flexibility. This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA) and is not overtime-eligible.

Remote and Onsite Work
The HIV/STI/HCV Program Section works in a hybrid model, with days in the office as well as telecommuting.
The ratio of remote to onsite work will be dependent on business needs and is subject to change.
Current expectations are that employees work a minimum of 2 days in-person per week and will increase to 3 days in-person per week by June 1, 2026.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely.
The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.
Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
Requirements
HIV/STI/HCV Supervision and People Leadership (25%):
- Responsible for the supervision, hiring, training, providing professional development opportunities, coaching and evaluation of direct reports to include ten program managers.
- Plan and facilitate section all-staff meetings and employee engagement activities.
- Promote employee wellbeing, professional development for entire section in alignment with equity principles.
Section Administration, Finance & Contracts Management (50%):- Oversee the daily operations of all section programs.
- Identify and evaluate services being provided and make recommendations for new programs and services.
- Monitor and ensure compliance with established laws, regulations and department policies and procedures.
- Develop program and policy proposals; make section policy decisions; communicate and implement division, department and county policy decisions and initiatives.
- Oversee the maintenance of operations and facilities in coordination with site managers, PHSKC Facilities team and UW-Harborview.
- Assist in development and implementation of new facilities.
- Approve Medicaid Match Random Moment Time Survey, employee timesheets (PeopleSoft), purchases (EBS) and travel requests (Concur).
- Oversee budget development and monitoring and make resource allocation decisions.
- Oversee management of local, state, and federal grants including meeting program deliverables, compliance with funding requirements and all relevant policies and regulations.
- Identify and develop new sources of funding for programs and services, including development of grant proposals.
Negotiate, implement and monitor contracts Outside Agency Liaison (10%):
- Assure effective communication and relationships with community partners, Washington Department of Health, UW-Medicine, City of Seattle and federal agencies (Center for Disease Control and Prevention and Health and Human Services), other department program, and community health care providers.
- Act as liaison to funders including Washington State Department of Health, King County Department of Community and Human Services, City of Seattle and Federal agencies, and UW-Medicine.
- In collaboration with communications and compliance teams, respond to media and public disclosure requests.
Division, Department and Enterprise Initiatives (15%):- Participate as an active member of the Division’s Leadership Team and ensure that the TB Program’s operational and workforce needs are represented in departmental planning and initiatives in areas such as Health Information Technology, policy development, employee engagement, strategic plan development and implementation, technology enhancements, data modernization, and performance management.
- Act as Policy lead for Harm Reduction and liaison to Cross-Department Workgroup on overdose and substance use disorder programs.
Qualifications
Our ideal candidate will demonstrate the following (Minimum Qualifications):Five (5) years' experience managing large public health programs.
Extensive knowledge of HIV, STI and Hepatitis C prevention and care interventions.
Three (3) years supervision/leadership experience.
Demonstrated ability to incorporate principles of equity and social justice into program activities to identify and recommend actions to address health disparities.
Experience managing federal and state grants.
Excellent writing skills.
Effective oral communication and people leadership skills.
The most competitive applicants will have the following experiences and qualifications (Desired):
Master's in Public Health or related field.
Demonstrated knowledge of and experience with King County administrative systems, policies, processes, and procedures.
