Summary

This job involves advising the commander of U.S.

Air Forces in Europe and Africa on historical matters, while managing programs that preserve the command's history, heritage, and cultural artifacts across its regions.

The role requires handling important duties during emergencies and leading small teams to research and document military and aerospace history.

The primary purpose of this position is to serve as the principal historical advisor to the USAFE-AFAFRICA Commander, managing the command's History and Heritage program across its area of responsibility.

[Continued in Duties section] Conditions of Employment Continued: This position is Emergency-Essential.

In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority.

The incumbent or the designated alternate may be required to take part in readiness exercises.

This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively.

This meet the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status.

Employee must sign DD Form 2365 as a condition of employment.

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, History Series 0170.

BASIC REQUIREMENT: Degree: history; or related field that included at least 18 semester hours in history.

OR Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown above, plus appropriate experience or additional education.

In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems.

Examples of specialized experience include: Expert knowledge of historical principles, concepts, research sources, methodology and techniques as related to aerospace, airpower, and military history; Knowledge of safety and security regulations, practices, and procedures; Broad knowledge of Air Force and/or command history programs and current operations, policies, programs, and activities; Knowledge of the Air Force heraldry, art, and heritage programs, policies, and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible.

One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of historical principles, concepts, research sources, methodology and techniques as related to aerospace, airpower, and military history.

Knowledge of safety and security regulations, practices, and procedures.

Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and ability to lead teams and originate new, ideas, projects, and methodologies.

Ability to communicate effectively, both orally and in writing, and skill in reviewing and managing the production of a variety of written communications and briefings.

Broad knowledge of Air Force and/or command history programs and current operations, policies, programs, and activities.

Knowledge of the Air Force heraldry, art, and heritage programs, policies, and procedures.

Ability to use imagination and ingenuity in the location of obscure historical source material and knowledge of professional records appraisal and modern archival management.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Summary Continued: The incumbent balances three critical functions: providing operational historical support directly to the MAJCOM commander, preserving and documenting the command's operations, activities, and investments in compliance with Department of the Air Force requirements, and overseeing and guiding subordinate wing history programs.

The Command Historian plays a mission-essential role in operationalizing history to inform command decision-making and operational planning, while ensuring the commander fulfills statutory and regulatory requirements for annual and contingency history reporting.

Duties/Responsibilities: Orchestrates USAFE-AFAFRICA's historical program, determining breadth of historical treatment, approaches, and techniques to be employed and assesses historical products.

Plans, organizes, and directs the activities of the USAFE-AFAFRICA History Office, ensuring that history and heritage program complies with legal and regulatory requirements and supports warfighting requirements.

Represents the USAFE-AFAFRICA History Office with a variety of installation and functional area organizations. Performs supervisory personnel management responsibilities.

Implements the Air Force Art, Heritage, and Heraldry Programs in USAFE-AFAFRICA.
