THIS INTERNAL POSTING FOR CURRENT SOUTH CAROLINA DEPARTMENT OF PUBLIC SAFETY (SCDPS) TROOPERS/OFFICERS ONLY.
This position serves Richland County.
Serves as a Polygraph Manager for the South Carolina Highway Patrol (SCHP) Employment Unit and is responsible for all daily operations of the polygraphs for the South Carolina Department of Public Safety (SCDPS) law enforcement divisions, the Telecommunications Unit, and other areas of SCDPS as requested.
Supervises the department’s polygraph examiner(s) and ensures policy and procedures are followed and training requirements are met.
Assists the SCHP Employment Unit Commander in all phases of the polygraph process to meet all deadlines.Administers polygraph examinations to applicants seeking employment with SCDPS and administers polygraph examinations to agency employees during administrative investigations.
Performs all administrative tasks associated with polygraph operations and assists other law enforcement agencies with polygraph-related issues as required.
Reviews applications in depth before polygraph examinations, obtains prior polygraph reports from other agencies as needed, and completes reports regarding polygraph case files.
Tracks statistical information to maintain polygraph rosters. Performs administrative tasks associated with polygraph operations, including documentation.
Supervises the polygraph examiner(s) as assigned and ensures timelines are met for polygraph exams and class dates.
Ensures all required training, certification, polygraph license, and insurance remain current with South Carolina Law Enforcement Division (SLED) requirements.
Reviews polygraph case files for accuracy and completeness. Assists the Employment Unit Captain with purchasing, maintaining, and updating all equipment for administering polygraphs.
Assists with collecting Commission of Accreditation for Law Enforcement Agencies (CALEA) information so that it can be submitted promptly.Conducts thorough and complete background investigations according to department policies and applicable laws.
Reviews the applicant's personal history statements and other documents as requested to determine employment suitability.
State Minimum Requirements: A high school diploma and experience performing patrol or investigative duties with a public law enforcement agency.
Agency Minimum Requirements: Must have at least a high school diploma and the following additional requirements:
TIME IN GRADE- Must possess a minimum of two (2) years of continuous service as a SCHP/SCDPS Corporal.
Must be a Certified Polygraph Examiner, licensed to practice in the State of South Carolina with a minimum of two (2) years of experience administering polygraph examinations.DISCIPLINARY ACTION – Any individual who is currently serving a suspension for disciplinary reasons or pending the outcome of an investigation shall be considered ineligible to participate in the promotion process.
An involuntary demotion during the preceding six (6) months of the vacancy closing shall be considered ineligible to participate in the promotion process.
EMPLOYEE PERFORMANCE MANAGEMENT SYSTEM – An individual who has received an "Unsuccessful" rating on the employee's most recent performance evaluation or has received a “Performance Improvement Plan” (PIP), formerly known as a “Warning Notice of Substandard Performance,” during the 12 months preceding the closing date of this vacancy shall be ineligible to participate in the promotion process.
RESIDENCY – Selected applicant must comply with the residency guidelines outlined in SCDPS Policy #300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within four (4) months of the effective date of the promotion/reassignment.
SCDPS Policy #300.47 Section IV.D.3.
Law enforcement personnel assigned to SCDPS Headquarters shall establish a residence within Richland County or at a location that will allow them to respond to Richland County within 60 minutes. IV.C.
Troop/Region/Division/Unit Commanders are responsible for determining compliance with this policy and shall approve or deny requests to reside outside of the area of assignment.
Additional Requirements:Must have Polygraph Examiner Certification, SC Polygraph Examiner license, and the ability to properly operate approved computerized polygraph instrumentation (high accuracy in detecting deception, utilizing validated testing techniques).
Effective interviewing techniques, accurate polygraph analysis, and interpretation skills.
Thorough knowledge of local and federal pre-employment polygraph examination laws, including Equal Employment Opportunity Commission (EEOC) and Americans with Disabilities Act (ADA) regulations.
Professional working knowledge of Microsoft Office computer software. Must have the ability to supervise personnel. Reports directly to the Employment Unit Commander.
The employee conducts polygraph examinations independently and must exercise sound judgment through the interviewing, chart interpretation, and data analysis process.
May require some weekend and shiftwork during emergencies, training, and other special assignments. The position may require both in and out-of-state travel with overnight stays.
