THIS IS AN INTERNAL POSTING FOR CURRENT HIGHWAY PATROL OFFICERS ONLY.

This position serves Troop 3 to include: Anderson, Greenville, Oconee, Pickens, and Spartanburg counties.

As a South Carolina Highway Patrol (SCHP) Administrative Sergeant, employee performs duties in an assigned area of the state. Patrols and enforces motor vehicle traffic laws on South Carolina streets and highways. Enforces other criminal laws of the state and investigates collisions as necessary.

Requisitions, receives, and distributes supplies, equipment and uniforms from the supply warehouse. Performs duties of the troop supply coordinator. Ensures all supplies are placed in proper area in stock room. Orders uniforms and equipment for troopers. Inventories stockroom and orders supplies as needed.

Reviews, separates, and distributes memorandums, directives, laws, and any other written material pertaining to the Highway Patrol according to the need within the troop. Ensures all memorandums, directives, laws and any other written material pertaining to the Highway Patrol is distributed within the respective troop on a daily basis.

Assists the troop commander and post lieutenants in the reviewing of administrative tasks. Assists with the preparation of the annual budget report, fiscal purchasing, and other major office functions. Checks requisitions and requests for supplies to ensure the requests are reasonable and within budget. Receives and complies with instructions from the troop office for the preparation of daily, monthly and annual reports.

Maintains a log on all summons books issued. Maintains records of all supplies issued to each post in a troop. Maintains records of all summons books and equipment issued to a trooper within the respective troop. Ensures adequate supplies are available for the respective troop.

Required to attend special assignments and/or special events as determined by the troop commander, such as football games and any other assignments.

Works cooperatively with state, local, and federal law enforcement agencies, public officials, and the community in matters related to public safety. Participates in safety education and enforcement initiatives. Interprets safety rules for the general public.

Must be knowledgeable of all traffic laws, policies, rules, and regulations. Must have knowledge of traffic laws and laws that regulate driver's licenses and suspensions. Must be able to communicate this information to the public and other law enforcement agencies.


Requirements

State Minimum Requirements: A high school diploma and experience performing patrol or investigative duties with a public law enforcement agency.

Agency Minimum Requirements: Must have at least a high school diploma and the following additional requirements:

TIME IN GRADE – The candidate must possess a minimum of six (6) months of continuous service as an SCHP Corporal by the closing date of this vacancy.

PROMOTIONAL EXAMINATION – An applicant must have scored 70 or higher on a Promotion Examination for the vacancy rank within two (2) years of the closing date of the vacancy.

PROMOTIONAL INTERVIEW PANEL – An applicant must have successfully completed a Promotional Interview Panel for the vacancy rank within two (2) years of the closing date of the vacancy.

DISCIPLINARY ACTION – Any individual who is currently serving a suspension for disciplinary reasons or pending the outcome of an investigation shall be considered ineligible to participate in the promotion process.

An involuntary demotion during the preceding six (6) months of the vacancy closing shall be considered ineligible to participate in the promotion process.

EMPLOYEE PERFORMANCE MANAGEMENT SYSTEM – An individual who has received an "Unsuccessful" rating on the employee's most recent performance evaluation or has received a “Performance Improvement Plan” (PIP), formerly known as a “Warning Notice of Substandard Performance,” during the 12 months preceding the closing date of this vacancy shall be ineligible to participate in the promotion process.

RESIDENCY – Selected applicant must comply with the residency guidelines outlined in SCDPS Policy #300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within four (4) months of the effective date of the promotion/reassignment.

Troopers (Administrative Sergeant – Captain) assigned to a Troop shall establish residence in their assigned Troop or, if residing outside of the Troop, at a location that will allow them to respond to the county in which their assigned Troop office is located within 45 minutes.

Additional Requirements:

Must maintain SC Class I Law Enforcement Officer certification. Must successfully complete certification as a collision investigation specialist and breathalyzer technician; civil and crowd control training; required firearm certification and requalification annually; and management and supervisory courses. Must demonstrate proficient knowledge in laws governing the operation of vehicles and pedestrian traffic; manual of operations governing the policies; rules and regulations of enforcement; the judicial process, trying cases and assisting subordinates prosecuting court cases; and counseling subordinates in personnel matters.

Must demonstrate the ability to manage and supervise a large group of personnel; make accurate, immediate complex decisions without consultation with higher level management when needed. Must have the ability to meet and deal with public officials and the general public under adverse conditions; and has broad latitude for independent action in management and supervision of personnel.
