Full Job Description

Supervises, reviews, coordinates, and inspects crews during daily work activities and evaluates progress to ensure work is performed to SCDOT standards in a timely manner. Plans, organizes, and directs foremen and crews engaged in road, bridge, and building maintenance repair projects and routine daily maintenance operations. Assists in compiling, reviewing, and approving information for daily, weekly, and monthly reports and records. Supervises coordination, implementation and compliance of maintenance plans to include, but not limited to, Hurricane Plan, Snow and Ice, Debris Management Plan, IRVM Plan, Drainage Plan, and any other business plans as they apply to the business goals of the maintenance unit. Responds to emergency calls twenty four hours per day, seven days per week, as needed. Performs skilled manual labor and operates small, medium, and heavy equipment as needed to assist maintenance crews. Assists Resident Maintenance Engineer (RME) and Assistant Resident Maintenance Engineer (ARME) in investigating damage claims, including recommending claims for payment or denial. Assists RME and ARME in investigating public complaints, recommending repairs, and generating and disseminating work requests. Coordinates work requests and special projects with work crews and monitors work crews’ progress in getting work completed in a timely manner and ensuring all work meets Department Guidelines, Policies and Procedures. Assists with routine highway system inspections and assists in the compilation and preparation of data for resurfacing program, CTC, and State (Federal and Non-Federal Aid resurfacing). Schedules, manages, and inspects maintenance contracts and records work performed, such as routine mowing, limb trimming and brush management services, both mechanical and chemical, sweeping, guardrail repairs. Reviews and manages equipment and materials for maintenance operations on a daily basis and makes recommendations for equipment and material purchase orders to the RME and ARME; making sure adequate materials and equipment are on hand to complete work. Assists with reviews of equipment service records and equipment utilization. Conducts and supervises the preventative maintenance of equipment to ensure routine maintenance is performed and recorded to get maximum utilization of equipment. Prepares and reviews evaluations of employees and assists foremen with personnel matters, including interviews, hiring, coaching, and disciplinary actions. Reviews and approves leave requests. Prepares Employee Performance Management System (EPMS) reviews for all foremen. Reviews timesheets. Assists OSHA Officer in conducting safety inspections and work zone traffic control inspections. Responsible for ensuring crews are implementing the appropriate safety procedures needed for various types of maintenance activities. Assists in the Environmental Management System in updating the monthly inspection checklist, monthly audit checklist, and UST report. Supervises, reviews, and coordinates operations with the RME and ARME during emergency and inclement weather operations; may include being available for extended hours or 12-hour shifts on weekdays, weekends, and holidays. Provides snow and ice removal maintenance services as needed. Serves as the main contact person for all local emergency agencies for after hours and emergencies. Performs other related duties as assigned or required by the ARME and RME.

Requirements

Five (5) years of related work experience; or an approved acceptable equivalence. Necessary Special Requirement: A valid motor vehicle operator’s license is required. Requires attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position.

The physical demands for the essential functions involves bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, and grasping. Must be able to lift up to 50 lbs. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal scheduled work week; especially during inclement weather.
