Basic Requirements for Health Systems Specialist (Physical Evaluation Board Liaison Officer) GS-09: Specialized Experience: One year of specialized experience which includes advising personnel in all phases of a medical disability evaluation process; coordinating appointments or reviewing medical records for completeness; and preparing statistical reports.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

You will be evaluated on the basis of your level of competency in the following areas: Attention to Detail Customer Service Flexibility Integrity/Honesty Interpersonal Skills Reading Comprehension Self-Management Stress Tolerance Teamwork Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Major Duties:

  • Counsel military personnel from all branches of the uniformed services, retirees and families being processed through Physical Disability Evaluation System (PDES).
  • Explain and prepare Continuance On Active Duty and Continuance On Active Reserve Status requests as well as extensions to active duty or Active Guard Reserve.
  • Refer personnel to appropriate agencies to obtain counseling/guidance on benefits provided by the Department of Labor, Social Security Administration and Veterans Affairs (VA).
  • Responsible for the preparation and conduct of various briefings and training relevant to the PDES to the installation leadership, Officer Professional, hospital clinical and administrative support staff.
  • Advise Soldier of the necessity of obtaining sufficient documentation (medical and non-medical) concerning the Soldier's ability to perform military duties and the severity of the Soldier's disease or injury.
