Job Description

Summary

This job involves managing and coordinating a research program called the Million Veteran Program at a VA medical center, including handling budgets, ensuring compliance with rules, and supporting daily research activities.

Full Job Description

The purpose of the position is to serve as a Health System Specialist and has full charge of maintaining a comprehensive, coordinated overview of Medical Centers participation in the VA funded MVP (Million Veteran Program) research program.

The position is directly responsible for executing multi-phasic tasks required for the successful day-to-day conduct of the research activities supported from this program.

Duty station of this position is located in Topeka, KS. To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

~OR~ Specialized Experience: At least one (1) full year of specialized experience equivalent to the GS-07 level in the federal service that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position and that is typically related to the work of a Health System Specialist.

Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.

This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.

Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Duties of this position include, but are not limited to: Coordinate research activities with other medical center services, institutions, agencies, groups and commercial establishments.

Serve on committees to provide expert assistance and advice on matters of an administrative technical nature. Gives advice, counsel, or instruction to employees on both work and administrative matters.

Ensure that mandatory educational requirements of staff are met upon hire and annually verified.

Coordinate matters related to the allotment and expenditure of various program funds with the Fiscal Service .

Maintain responsibility for surveillance, evaluation, and planning efficient utilization of space for department.

Review and approves requests for supplies, equipment and services from department investigators and personnel.

Review research proposals to assure the availability of resources, appropriateness of the requested funding level, and other program needs.

Analyze expenditures in relation to operation plans, taking actions to provide for efficient use of funds.

Prepare annual budget estimates and other supplemental requests for funds as new programs develop.

Provide guidance and review of regulatory documents and standard operating procedures to assist with the assessment of compliance with agency and other federal regulation.

Ensure that laboratories and facilities are operated in a manner which meets safety guidelines in accordance with Agency, Federal and other regulatory standards.

Prepare and oversee the completion of annual inspection reports. Track and provide compliance with the credentialing of all department personnel within specified time frames.

Serve as a purchase card holder, complying with agency, Federal and local regulations.
