Job Description

Summary

This job involves supporting the director of ambulatory care services at a VA facility in Topeka, Kansas, by overseeing and integrating clinics like primary care, mental health, surgery, and medicine into an efficient management system.

You'll handle administrative and operational tasks to ensure smooth delivery of health care in the main facility and nearby outpatient clinics.

Key Requirements

Full Job Description

Your primary purpose is providing assistance and support to the Ambulatory Care Operations Director / Group Practice Manager and to all ambulatory care services in the facility and related Community Based Outpatient Clinics (CBOCs).

In this position you will be responsible for Primary Care, Mental Health, Surgery, Medicine or Ancillary ambulatory clinics oversight and integration into an efficient Clinic Practice Management Model (CPM) model.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/17/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-12 position you must have served 52 weeks at the GS-11.

For a GS-11 position you must have served 52 weeks at the GS-9.The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify for GS-11 based on your experience and/or education as described below: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to the GS-9 level in the Federal service that has provided the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Health System Specialist - Associate Group Practice Manager.

Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.

This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.

Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D.

or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration).

The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.

OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have an combination of specialized experience and education beyond graduate level (beyond a master's degree) and specialized experience as described above to meet total experience requirements.

Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.

Major Duties:

Major Duties and Responsibilities include but not limited too: Program Responsibilities (25%) Provide access related consultative services, working with facility Service Lines, to review and develop guidance and policies that will facilitate standardized processes within the facility and applicable CBOCs, etc.

Review and provide input on regulations and policies for local interpretation, utilizing local group practice management and communication strategies Work as part of an inhouse team to ensure a wide range of local factors are considered in the application of national policies and procedures Collaborate with staff from other facilities and to work on higher level project groups to review and make recommendations for facility and/or VISN level policies, procedures, systems, requirements, documents, and business or access analysis initiatives Review and evaluate assigned processes and procedures to determine areas of effectiveness, efficiency, and improvement for proposal through local GPM group and supervisor Incorporate best practices to help improve patient access to care and that standards are met within assigned services Maintain knowledge of CPM training materials and supports fulfillment of action plans to meet CPM training requirements Veteran Experience Responsibilities (15 %) Work with Veteran Experience Officers within the local facility to evaluate patient and family concerns regarding the access to services needed.

Aligns efforts with national and local requirements Assist supervisor in coordinating efforts to ensure patient concerns are received, evaluated, and addressed in a timely and effective manner by the appropriate subject matter experts Collaborate with the Veterans Experience, clinic management, scheduling, and analytic groups Follow benchmarks and established processes for taking corrective actions on decreasing/low scores in Veterans/Staff experience data Project Administration (25%) Monitor Information Technology (IT) usage and issues and provide information or assistance to CLs as needed Collect and analyzes/reports trended data sets; makes recommendations to assist in the allocation of resources Analyze and interpret complex data; researches and prepares comprehensive reports Perform data analyses of performance related to existing internal and/or external requirements Budget Guidance (10%) Assist clinic managers in forecasting the impact of staff changes and developing countermeasures to mitigate the effect of staff shortages on access to care Make recommendations to managers regarding allocation of resources, including potential use of community care options Work closely with clinic managers to formulate budget recommendations for all outpatient clinical services in order to allocate all available resources to achieve optimal outcomes in access to care and the Veteran Experience Identify the most resource effective procedures and product lines, determining which are provided internally or externally Office Program Planning Work (15%) Provide administrative program advice for ambulatory care clinical support services Evaluate and monitor administrative activities and make substantive recommendations for program improvements Perform demand/capacity analysis, templating and scheduling Provide guidance on effective use of office staff and recommends desirable changes to enhance central support services Monitor business and clinical analysis recommendations across service lines to determine trends and impact at the facility level Liaison and Communications (10%) Act as a liaison or point person for communications with persons and/or groups internal or external to the facility, representing Group Practice Management on clinical access issues Promote effective communication and optimal information flow within the clinics Use or creates standardized templates for Access Reporting Establish and maintain good relations with various groups and organizations, including other medical centers, medical societies, medical schools, colleges and universities, accrediting agencies, public health officials and organizations, volunteer work groups, and the community at large Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level Work Schedule: Monday thru Friday - 7:30am-4:00pm or 8:00am-4:30pm Physical Requirements: The work is sedentary, although some slight physical effort may be required Telework: Telework eligibility will be discussed during the interview process.
