The VA Northeast Ohio Healthcare System is recruiting for a Health System Administrator (Deputy Medical Center Director). The Health System Administrator will function in the Office of the Director.
In order to qualify for this position, you must meet the following requirements within 30 calendar days of the closing date listed on the announcement: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.
Applicants who were previously selected under a Competitive Delegating Examining Unit (DEU) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service.
This position has an Individual Occupational Requirement (IOR). An IOR is part of the minimum qualifications for this occupational series.
In order to meet the IOR you must have: Undergraduate and Graduate Level Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration., OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.
This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.
Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement., OR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan.
Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to the qualification above you must also have: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: coordinating operational elements of the Medical Center, supporting the operations of a healthcare facility/system which administers a variety of medical care and treatment for a larger geographical area, maintaining responsibility for decisions that have a direct and substantial effect on the healthcare organization and programs, delegating authority as appropriate, working alongside Service Chiefs to establish priorities for personnel, services, equipment, supplies and allocating resources, developing quality assurance programs to ensure that clinical and administrative activities are in compliance with standards issues by various accrediting and regulatory groups, evaluating the needs of multiple worksites with differing patient care programs, developing fiscal plans designed to meet realistic needs of the facility and the network, and conducting evaluations of program goals to make necessary adjustments to improve the delivery of patient care services.
There is no educational substitution for the GS-15 grade level.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.

Major Duties:
The Health System Administrator duties include, but are not limited to: Oversee daily operations of the medical center in coordination with the Medical Center Director.
Plan, organize, direct, and evaluate clinical, administrative, and support programs across the facility.
Lead development and execution of program goals, objectives, and long-range plans aligned with VISN and VA priorities.
Manage and direct comprehensive program evaluation, quality assurance, and performance improvement activities.
Coordinate and supervise subordinate managers, including performance evaluation, hiring, discipline, and staff development.
Manage workforce planning, position management, recruitment, labor relations, and employee engagement initiatives.
Assess existing human capital practices to identify areas where efficiency, employee experience, or organizational alignment can be improved. Provide general recommendations for enhancement.
Oversee financial planning, budgeting, and allocation of resources to ensure operational efficiency and mission accomplishment.
Serve as Acting Medical Center Director in the Director's absence, exercising full delegated authority. Oversee and coordinate Resource and Position Management Committees.
