Job Title: Construction & Maintenance Project Specialist
Location: Northwest Region Headquarters - Burlington, WA
Closes: Open until filled with a first review date of March 8th, 2026, at 11:55 p.m. PST. It is on the candidate's best interest to apply as soon as possible.
Position works four (4) days a week, 10 hours per day. Core working hours are typically 6 a.m. - 4:30 p.m., Monday - Thursday.

*This position requires travel and overnight travel between 50- 70% of the time between parks and statewide for meetings, training, and other field work.

About this position:

The Construction and Maintenance Project Specialist will serve as the maintenance and project contact for the Northwest Region. The NW Region crew supports construction and maintenance projects throughout the Pacific Northwest assisting Parks from Tacoma to the Canadien border, including all the San Juan Islands. Duties include coordinating and working cooperatively with area and park staff, responsible for project identification, planning, development, and completion of projects of a routine and non-routine nature (including emergency and urgent repairs), as well as overseeing maintenance and operation of agency owned equipment, tools, buildings and facilities. These projects require a range of physical skills, willingness to learn and adapt, cooperation, and a positive attitude.

This position is not eligible to telework, as physical on-site presence is required to perform essential functions.

Requirements

Under the supervision of the Construction & Maintenance Lead, Supervisor, or Park Manager, this position performs advanced skill level work in various trades accomplishing routine, planned, and emergency maintenance; may serve as the maintenance and project contact for the Northwest Region. This position will be responsible for project identification, planning, development, and completion of projects of a routine and non-routine nature, including emergency and urgent repairs, as well as overseeing maintenance and operation of agency owned equipment, tools, buildings, and facilities.

Duties include, but are not limited to:
  • Develops work methods and procedures for construction and maintenance projects.
  • Responsible for completing preventative and deferred maintenance projects requiring lead and journey level skills.
  • Performs journey level work in equipment operations, repair, improvement projects, carpentry, masonry, roofing, plumbing, and electrical trades.
  • Maintains, constructs, and remodels buildings, floats, docks, trails infrastructure, and other facilities, including Civilian Conservation Corp buildings and features using historic building practices.
  • Assists in planning, preparing, and scheduling assigned projects including, ordering materials, equipment, and requesting assistance from personnel.
  • Participate in various processes including permitting, budgeting, and Work Project Request.
  • Performs construction and maintenance tasks and projects within the parks and facilities managed and permit codes.
  • Responds to maintenance related emergencies and urgencies.
  • Maintain health and safety standards while leading staff.
  • Works alone in remote locations.
  • Responsible for heavy equipment operation, maintenance, and repair as needed.
  • Transports equipment to job sites as needed.
  • Performs complex mathematical calculations.
Requirements:
Uniform: All Construction & Maintenance Specialist are required to wear a uniform. A complete and properly worn uniform helps establish the professional identity of a Construction & Maintenance Specialist and promotes respect as a Washington State Parks employee. All Construction & Maintenance Specialists will receive 6 shirts within the first year (2 shirts per calendar year after the first year), 1 jacket every 3 years, 1 baseball cap every year, 1 safety vest every 3 years, and a clothing stipend of $200 per year, and a $250 boot stipend every 2 years. Uniform stipends are intended to offset the cost of clothing worn in the workplace such as pants, boots, raingear, etc.

Working Conditions: Position works four (4) days a week, ten (10) hours per day, Monday- Thursday with core working hours are typically 6:30 a.m. to 5:00 p.m. Work hours may vary depending on the season and the incumbent may be required to adjust their work schedule to meet business needs.

Work tasks vary, which require attending to customer service and maintenance needs in various weather conditions including inclement weather, at heights, within confined spaces, and below grades. Work is performed in all types of terrain and will require sitting, standing, digging, bending, twisting, and walking for long periods of time.

This position will require extensive travel and overnight travel (up to 70%) between parks throughout the NW Region.

Qualifications

REQUIRED QUALIFICATIONS:

Option #1
  • Four (4) years of advanced level experience in two (2) or more of the construction/building trades to include: building maintenance, repair, remodeling, construction duties, and mechanical/machinery operation and a high school graduation /or GED and a valid unrestricted (other than corrective lenses) driver's license, and a commercial driving license CDL.

Option #2
  • Two (2) years' work experience as a Maintenance Mechanic 1 and a high school graduation /or GED and a valid unrestricted (other than corrective lenses) driver's license, and a commercial driving license CDL.

Option #3
  • A combination of up to two (2) years of technical or vocational training or education in a building/construction trade AND advanced level experience in two (2) or more of the construction/building trades to include: building maintenance, repair, remodeling, construction duties, and mechanical/machinery operation equaling at least four (4) years combined experience and a high school graduation /or GED and a valid unrestricted (other than corrective lenses) driver's license, and a commercial driving license CDL.

DESIRED QUALIFICATIONS:
  • Experience working for Washington State Parks or a similar parks and recreation entity.
  • Advanced level experience driving and operating a variety of vehicles and light to heavy duty equipment.
  • Advanced knowledge and experience working with various hand & power tools, including chainsaw operation certification.
  • Intermediate technical knowledge and expertise in construction processes, installation, and problem-solving issues impacting agency facilities, sites and systems.
  • Intermediate technical knowledge and experience with the use of Microsoft Office products, such as Word, Excel, and Outlook.
  • Beginner project management experience to include planning, purchasing, and completion of tasks.
  • Experience organizing work projects to include time management, multi-tasking, and communication.
  • Understanding and application of building codes and all other rules and regulations governing safety, repairs, and maintenance and construction of facilities and tasks.
