Full Job Description

In this position with the Agreement Services Branch (ASB) you will perform all activities associated with the agreements under their purview which includes grants, cooperative agreements, reimbursable agreements, cooperative service agreements, memorandum of understanding, trust funds and cooperation through any other financial assistance instruments.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-9 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Performed administrative and financial support tasks such as reviewing documents for completeness and accuracy, organizing and tracking financial or program information, and identifying discrepancies for elevation to senior staff.

Worked within structured administrative and financial processes by following standard operating procedures, documented workflows, regulations, and formal policy requirements.

Participated in routine administrative and financial process reviews and checks, such as verifying data, confirming calculations, or supporting reconciliation steps, under the direction of senior staff.

Communicated with internal staff and external partners to request information, confirm document or financial transaction receipt, and relay routine instructions related to administrative or fiscal activities.

Researched basic regulations, financial policies, or guidance documents and interpreted their core requirements to support routine administrative or program-related financial tasks.

OR Ph.D., equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in Accounting, Business Administration, Finance, Statistics, Mathematics, Computer Science; OR LL.M., if related.

This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements.

The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.

  • Serves as an in-house resource on all matters of policy affecting grants and agreement management, including the most complex and controversial technical issues.
  • Serves as a primary Grants Management Specialist in developing and administering Agency-level and Program-level agreements and facilitates cooperation and partnerships through a variety of agreements.
  • Manages Agency-wide information services and reporting responsibilities.
  • Serves as liaison between the Government and awardee organization to clarify, interpret, and resolve issues.
  • Provides and/or oversees training, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, awardees, customers, review panels, applicants, recipients, and sub-recipients as needed.
