This position is located in the Executive Director's Office of the Colorado Department of Natural Resources.
The work unit exists to guide and supervise the activities of the eight Divisions within DNR in the development, preservation and enhancement of Colorado’s natural resources for the benefit and enjoyment of its citizens – both now and in the future.
The purpose of the work unit is to ensure all department financial entries are processed timely and appropriately in accordance with Generally Accepted Accounting Principles (GAAP), all State Fiscal Rules, Procedures, Statewide and Departmental Policies & Procedures, as well as various Federal Laws & Regulations. Work unit exists to support departmental and division management directives while processing required vendor payments, interagency payments, and revenue transactions. Proper recording ensures accurate and reliable reporting. The responsibilities include, but are not limited to ensure all revenues and expenditures are properly recorded within the Colorado Legislative Long Bill and Colorado Revised Statutory Appropriations and against management budget. The unit oversees grant recording and revenue earning which is tied to expenditures and grant billing. The unit maintains the Department’s Capital Assets database and prepares all entries related to capital assets. The unit is responsible for testing division internal controls and coordinating internal and external audits related to fiscal management. In addition, the unit provides technical accounting support to the Department users of CORE and InfoAdvantage.The employee in this position reviews and approves financial documentation to verify accuracy and compliance to ensure that all grant billing transactions, federal reports and funds drawdowns are recorded properly in accordance with GAAP (Generally Accepted Accounting Principles), applicable state statutes, State Fiscal Rules, Federal law, and department and division regulations and policies.
The employee will review and certify reports to the federal government as a representative of the Dept of Natural Resources.
The employee in this position is responsible for processing various documents in accounts receivable, budget and general accounting, including: cash receipts, approving budget setup transactions to enter new and existing grant modifications into the cost accounting sub-system, inter-agency receivables, adjusting journal vouchers and cost accounting transactions.
These transactions are processed in accordance with GAAP, state fiscal rules and other applicable statutes, regulations and policies including federal grant regulations.Duties and responsibilities include but are not limited to:
The position is required to analyze and examine fiscal data, reconcile, and adjust expenses, revenues and receivables related to grant agreements and to ensure financial information for grants are properly recorded, grantors are properly invoiced, and invoices are collected timely.
The position is responsible for utilizing reports for analysis of fiscal data to prepare reimbursement requests and federal reports in compliance with federal and state laws, rules and regulations.
Responsible for conducting research and providing recommendations, improvements, and decisions on the course of action to be taken in regard to process issues that can occur over multiple state and federal sub-systems.
Required to research, review, analyze, interpret, and certify financial information. The position will apply known and established accounting theory, principals, statewide rules and regulations and federal grant regulations and guidelines as needed to analyze accounting problems.
Works with a complex variety of funds, governmental agencies and subsystems (ASAP, PMS systems, etc), appropriation units, and chart of account elements.
This accountant is the subject matter expert of the NICRA (negotiated indirect cost agreement) proposal prepared annually by the Grants Accounting Department in EDO, for the Department of Interior.
Responsible for altering procedures and processes for the NICRA, and deals with changing fiscal environments, tax laws and state regulations.
This position will also complete the Exhibit K-1 State financial statement, and the semi-annual Illustration G reconciliation that is completed for all DNR grants.

Pursuant to the DNR-120 Fleet and Driving Standards Administrative Directive, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.
To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who: Have an assigned State fleet vehicle
Are required to operate a vehicle as part of the position
Utilize a State fleet vehicle as a pool vehicle

Hybrid schedule - working from a home office in combination with occasional in person work at 1313 Sherman Street - Denver, CO 80203, offsite meetings or as directed by the supervisor.
