The primary purpose of this position is to serve as Chief, Freedom of Information Act (FOIA)/Privacy Act (PA) Branch responsible for the Secretary of the Air Force, Office of the Inspector General (SAF/IG) FOIA, Privacy Act (PA), Appeal FOIA litigation and Official Use Request (OUR) programs.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems.

Examples of specialized experience includes mastery of wide range of concepts, principles, practices, policies, and laws pertinent to investigations and inquiries.

Ability to make decisions or recommendations that involve significantly changing, interpreting, or developing important policies or programs with public impact.

Comprehensive knowledge of program goals and objectives, the sequence and timing of key milestones, and methods of evaluating the worth of program accomplishments.

Extensive knowledge of records management and attendant procedures of the numerous depositories and libraries which maintain technical, professional, and specialized documentation.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of the laws, regulations, instructions, Executive orders, court decisions, and issues related to the IG complaints resolution process, the Senior Officer Unfavorable Information File program, and investigation techniques principles and procedures.

2. Knowledge of the FOIA (5 USC 552) and the PA (5 USC 552a). 3. Skill in planning, administering and conducting training programs, analysis, interviews, and investigations. 4.

Skill in defining and analyzing issues/allegations or evidence gathered through fact finding and interpret/apply regulatory guidance/directives to make supportable determinations/recommendations or findings/conclusions.

5. Ability to communicate effectively, verbally and in writing, with many diverse groups at various IG and/or command levels. 6. Skill to maintain a data management tracking program.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Manages the Freedom of Information Act (FOIA) program within the Inspector General and the Air Force Inspection Agency.

Independent manager for the Secretary of the Air Force Inspector General and the Air Force Inspection Agency FOIA programs.

Manages the Privacy Act (PA) program within the Inspector General and the Air Force Inspection Agency.

Develops, implements, and maintains privacy policies and procedures for the Secretary of the Air Force Inspector General (SAF/IG) and the Air Force Inspection Agency (AFIA) PA programs.

Records manager for the Secretary of the Air Force Inspector General Complaints Resolution Directorate.

Administers the records management and forms management programs for the Secretary of the Air Force Inspector General Complaints Resolution Directorate.

Provides guidance on electronic record keeping requirement and implements SAF/IG procedures for creating, transferring, storing, retrieving and disposing of records.

Responsible for policy development and management of the Air Force Inspector General Records Release Programs. Ensures compliance with statutory requirements.

Works directly with Headquarters Air Force and Secretary of the Air Force FOIA offices concerning complex IG policy matters.

Coordinates IG specific policy sections of DoD5400.7-R/AFMAN 33-302, DoD Freedom of Information Act Program.

Develops and maintains the SAF/IG FOIA Community of Practice and the Information Release Computer Based Training Course required as a prerequisite for the Installation IG Training Course.

Trains and educates IG personnel at the SAF/IGQ annual Worldwide Training Conference.

Trains and educates SAF level IG Directorates and Air Force Inspection Agency leadership and personnel on FOIA and PA changes.
