The primary purpose of this position is to serve as the Headquarters Air Force (HAF) Freedom of Information (FOIA) and Privacy Act (PA) Program Manager for policy and guidance impacting HAF 2-letters, Field Operating Agencies (FOAs), and Direct Reporting Units (DRU) organizations, employing more than 1200 government employees.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.

Examples of specialized experience includes expert knowledge of the FOIA (including legal interpretations and decisions pertaining thereto) and other pertinent laws, Executive Orders, and FOIA court decisions and precedents pertaining to information disclosures, security, privacy and protection of information related to the FOIA program; expert knowledge of the interaction of the Privacy Act with the FOIA; knowledge of DoD and Air Force policy and related DoD regulations, directives, and court decisions regarding the FOIA, and to include the requirements set forth in Records Disposition Schedules and Information Security Program Regulations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to interpret and apply a variety of complex regulations and laws.

Skill in oral and written communications to prepare written reports, supplemental instructions, or to write and present briefings/training seminars.

Ability to meet and deal with customers using a high degree of tact and diplomacy. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

Ability to conduct classroom training and instructions.

Ability to research, analyze, interpret and apply Executive Orders 13526, Public Laws 105-261(Kyl Amendment) and PL 106-65 (Lott Amendment), the Atomic Energy Act of 1954, the Freedom of Information Act, and the Privacy Act of 1974, as amended.

Skill in analyzing problems, conducting research, summarizing results, and making appropriate recommendations regarding classified records review and declassification process.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Manages the HAF FOIA and PA Programs. The incumbent serves as associate advisor to the Chief on matters relating to the review and clearance of information responsive to a FOIA request.

Reviews and analyzes information to determine whether or not it may be cleared for public disclosure (DOD Regulation 5400.7/AF Supplement; DOD Directive 5230.9; and DOD Directive 5400.4).

Implements Air Force Policies and programs required by law for public access to Air Force information under the Freedom of Information Act (FOIA) (5 USC 552).

Implements Air Force policies and programs required by law for public access to personal records under the Privacy Act (5 USC 552a).

Implements Air Force policies and programs required by Executive Order for mandatory declassification review of public requests for Air Force classified documents.

(Executive Order 13526) Exercise control over FO. Manages Training Programs.

Establishes and conducts formal and informal training courses for installation personnel on Privacy Act and Freedom of Information Act.

Such courses may include train-the-trainer instructions, initial orientations; specialized training that includes action officers and individual user training. Conducts Program Reviews.

Evaluates FOIA and PA programs compliance with Air Force directives and public law.

Reviews and evaluates administrative audits and IG reports to determine appropriate changes or required corrective actions to ensure overall effectiveness of the programs.
