Summary

This job involves leading efforts to improve how NASA manages its buildings, maintenance, and operations across the entire agency, focusing on creating better tools, processes, and policies to make things more efficient.

Full Job Description

As an AST Technical Program Manager in the Office of Strategic Infrastructure, Facilities & Real Estate Division, you will lead the implementation, continuous improvement, and transformation of maintenance and operations processes agency wide.

Your primary focus will be to deploy and optimize enterprise tools and procedures, collaborate across teams to ensure best practices, boost efficiency, and advance strategic goals for facilities and infrastructure across the agency.

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work.

The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Implementing facilities management or program/project management techniques; Assessing complex facilities problems, coordinating stakeholder input, and executing solutions to delivery facility services; and Leading the process to develop, train and implement solutions in the management of at least two of the following: facilities design, construction, demolition, maintenance, or operations.

  • Develops Agency policy for maintenance, operations, sustainment, design, and construction of NASA facilities.
  • Provide strategic leadership for agency tools for maintenance management including implementation, sustainment, governance structures, and cross-center coordination.
  • Establishes policy implementation plans to include specialized training, certification, implementing guidance, and reviews to ensure that policies are understood and implemented within centers and programs.
  • Serve as liaison to external and internal partners for design, modernization, enhancement, and sustainment of maintenance management systems.
  • Lead the transformation of center business processes through the adoption of standardized maintenance management tools and data solutions aligned with enterprise systems.
  • Assesses the effectiveness of Federal real property management processes and techniques for maintenance and operations across the agency with an emphasis on identifying and standardizing best practices.
  • Reviews and analyzes data to develop strategies, agency standards, analytical models, and methodologies concerning facilities management and facilities maintenance and operations.
