Full Job Description

Serves as an IT Technical Management Specialist with the ISS Program Planning and Control Office. Ensures the integrity, availability, and security of the ISS Program's IT infrastructure.

Manages IT infrastructure, oversees cybersecurity risk management, develops and monitors IT financial performance, and ensures compliance with Agency and federal IT requirements.

Requires extensive coordination with NASA Headquarters, Centers, and international partners.

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work.

The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Providing technical engineering/scientific guidance for Agency Information Technology (IT) service providers to meet program requirements; Partnering with key stakeholders to coordinate IT service provider activities and monitor performance to ensure contractual and service level compliance; Applying project management, risk management or budgetary principles to the formulation and technical management of IT program or projects.

  • Provides technical management functions responsible for the operations of Information Technology (IT) project planning, policy, formulation and implementation for the International Space Station (ISS) Program.
  • Interprets policies, apply engineering processes, evaluate solution options, and make implementation decisions to ensure ISS program requirements are met.
  • Leads a variety of technical managerial functions ensuring the development and processes for ISS Program initiatives and policy with stakeholders.
  • Leads development of policy and process responses to Program actions, budget issues, and other technical short/long term challenges.
  • Provides input and review of contract IT metrics, ensuring the data is incorporated into program management review meetings, quarterly presentations, and other required reports.
  • Manages all phases of IT projects, including requirements documentation, design, implementation, testing, deployment, and sustaining engineering. Approves scheduled releases and actively monitors project progress to ensure successful delivery.
  • Provides technical oversight of ISS Program IT application and service contracts, including leading and contributing to evaluations of contractor task performance.
