Job Description

Summary

This role involves evaluating technical proposals from defense contractors, analyzing costs and performance for weapon systems, and providing expert guidance on complex engineering projects for the Navy.

It focuses on ensuring programs stay on track with budget and schedule while coordinating with various government and contractor teams.

A good fit would be an experienced engineer with a background in defense acquisitions who enjoys problem-solving in high-stakes environments.

  • At least one year of specialized experience at GS-12 level or equivalent, including evaluating technical performance, cost, and schedule deviations
  • Experience developing life cycle cost estimates for major weapon system programs, especially modifications to existing systems

  • Proficiency in proposal evaluation and source selection for spares, repairables, and Major Defense Acquisition Programs (MDAP)
  • Skills in measuring and evaluating contractor performance using analytical techniques, including systems engineering, software engineering, manufacturing, and supply chain management
  • Experience conducting engineering-based cost and price analyses for developmental and production systems in aeronautical, marine, or land domains
  • Strong coordination and facilitation skills with DoD directorates, program managers, and contractors to identify improvements and cost initiatives

Full Job Description

You will serve as a GENERAL ENGINEER of NAVSUP WEAPON SYSTEMS SUPPORT.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: (a) acceptability of technical performance, cost and schedule deviations, (b) development of life cycle cost estimates for new major weapon system programs which involve old technology (i.e.

modifications to existing systems), (c) development of complete, independent program engineering and/or cost estimates and analyses for major and non-major systems.

Performs Proposal Evaluation and Source Selection on spares, repairables, and Major Defense Acquisition Programs (MDAP) procurements.

Measure and evaluate contractor performance and apply analytical evaluative techniques methodologies of performance measurement to acquisition programs.

Analyze contractor performance data including systems engineering, software engineering, manufacturing engineering, supply chain management, industrial analysis, and performance for cost trends.

Performs engineering-based cost and/or price analyses for developmental and production systems often involving state-of-the-art engineering and manufacturing techniques.

These analyses are for new or modified/improved designs of major, complex aeronautical, marine and land systems or system components with high dollar value.

Facilitates coordination between other Commands (i.e.

governmental DOD Directorates and various contractors), Program Managers (PMs for NAVAIR, PMSs, PMOs, PMWs for NAVSEA, PMs for the Army and SPOs & JPOs for the Air Force) to include reviews of shared processes, in order to identify areas for possible improvement and cost initiatives..

  • You will provide expert technical guidance, direction and/or strategies for execution of high-visibility, high complexity issues.
