Job Description

Summary

This role involves working as an engineer for the Navy to plan, design, and manage the construction and maintenance of shore facilities at the Surface Combat System Center.

You'll handle everything from updating master plans and reviewing designs to budgeting projects and overseeing contracts to ensure facilities meet operational needs.

Key Requirements

  • At least one year of specialized experience equivalent to GS-11 or NH-02 in federal or equivalent service, focusing on engineering aspects of facility planning, construction management, inspection, and quality assurance

Specialized experience must demonstrate the following: As a Professional Engineer planning, programming, designing, or budgeting of construction management, inspection and quality assurance through real property inventory maintenance, facility drawing maintenance, energy conservation, leasing, or real estate disposal in order to manage the construction of new/existing base facilities.

  • You will participate in all aspects of the Navy's Shore facility planning system, including the preparation and updating and master plans for the development of the Surface Combat System Center (SCSC).
  • You will prepare, review and maintain all Shore Facility Planning documents and related reports for SCSC, including Basic Facility Requirements, Facility Planning Documents, site approvals and funding request project documents.
  • You will be responsible for the technical content of all designs produced by the Public Works Department to the extent that SCSC's specified requirements are satisfied by each design.
  • You will translate logistic support requirements into facility requirements using applicable engineering guides.
  • You will perform and interpret economic analysis of alternative designs and make effective engineering and prudent business decisions.
  • You will exercise contracting authority for facility service contracts, construction contracts, and architectural and engineering service contracts.
