Public Health — Seattle & King County's Environmental Health Services Division is seeking interested applicants to fill a Career Service vacancy as a Functional Analyst III. This position offers an exciting opportunity to make a significant impact on the efficiency and effectiveness of environmental health operations in King County. The successful candidate will play a crucial role in modernizing our systems and processes, ultimately contributing to better public health outcomes for our community.

Position Summary

The Functional Analyst III is a member of the Environmental Health Services Division Operations Section and has a primary role in the division-wide permitting and licensing software, Tyler Enterprise Permitting and Licensing (Tyler). This position supports the configuration, implementation, and data integrity of the Tyler permitting system, including monitoring system functionality, resolving complex system issues and acting as a technical expert. This role is the key liaison between end-users, IT analysts, and vendors, ensuring optimal system performance. They facilitate the change management process, including analyzing and prioritizing system change requests, assessing potential system-wide impacts, and documenting specifications, designs, and test plans.

Through the work of over 190 dedicated employees, the Environmental Health Services (EHS) Division promotes healthy and equitable environmental conditions and prevents disease through sanitation, safe food, air, and water, and reduction of exposure to hazardous materials. In addition to permitting and inspecting public pools, spas, pet businesses, plumbing installations, on-site septic systems, and solid waste facilities, the division also works in partnership with community to address unhealthy environmental conditions and leads the department’s climate change efforts. Work Schedule
The typical work week is Monday through Friday, 8:00am to 5:00pm; 40 hours per week. This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA) and is not overtime-eligible.

Remote and Onsite Work

The EHS Operations Section works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.

Current expectations are that employees work a minimum of 2 days in-person per week, with an increase to 3 days in-person per week by June 1, 2026.


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


King County has a robust collection of tools and resources to support working remotely.

The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.

Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Requirements

Analyze and design system functionality:

  • Gather, define, map, refine, and translate complex system requirements into functional specifications.
  • Document findings and specifications, design system interfaces, and develop system integration test plans; propose efficiencies and business process improvements.

Monitor system functionality:

  • Troubleshoot, track, resolve and document significant system problems and issues requiring advanced technical expertise.
  • Act as technical expert in solving referred issues from less experienced staff.

Design and test systems:

  • Develop and test data models, application modifications, reports, and other related application functions.
  • Analyze and test proposed system interfaces, enhancements, and upgrades prior to implementation.
  • Develop acceptance criteria.

Establish change management processes:

  • Facilitate complex system changes; identify, analyze, and prioritize system change requests; assess potential system-wide impacts of proposed module configuration changes.

Prepare system documentation:

  • Draft business cases, complex technical analysis and flow documentation, conduct gap and cost/benefit analyses; conduct conceptual review working closely with IT management in the development of these materials.

Perform other duties as assigned.

Qualifications

Our ideal candidate will demonstrate the following (Minimum Qualifications):
  • Highly skilled in providing customer service and end-user training with excellent verbal and written communication.
  • Skill in data analysis, data entry quality control, data cleaning and data conversion.
  • 2+ years experience using report and data analysis tools such as SSRS, Power BI, and Excel.
  • Skill in writing system documentation and technical reports.
  • Skill in analytical thinking, problem solving, and in handling multiple competing priorities and producing quality detailed work within tight timeframes.
  • Skill in working with a variety of individuals from diverse backgrounds.
  • Knowledge, understanding, and technical skills in systems analysis, relational databases, automated testing procedures, design, and troubleshooting applications.
  • 1+ year of experience utilizing SQL and/or other statistical computing and database languages.
  • Ability to perform large-scale data analysis and manipulation.
  • Proficiency in project management methodologies and tools.
  • Experience with release management, including coordinating deployments, testing updates, documenting changes, and ensuring smooth system transitions.
The most competitive applicants will have the following experiences and qualifications (Desired):
  • Skills and experience using data and data analysis as a means to implement social justice and racial equity goals, including disparities and informing equitable decision-making.
  • 2 years of experience with implementing and/or maintaining an enterprise system.
  • 2 years of experience in collaborating with cross-functional teams across multiple workgroups.
  • 2 years of communication and partner management skills.
  • Knowledge of Tyler Software systems.
