The Opportunity

WSDOT is seeking a detail-oriented Forms and Records Analyst 3 in Olympia, WA to support the Headquarters Real Estate Services Office (HQ RES).

This position manages the full lifecycle of real estate records and leads the analysis, maintenance, and improvement of agency forms, templates, and records management processes.

Serving as a subject matter expert in records and forms management, this role promotes efficient digital and paper-based workflows, ensures regulatory and public disclosure compliance, and supports accurate, well-organized departmental operations.


What to Expect

Among the varied range of responsibilities held within this role, the Forms and Records Analyst 3 will:

  • Coordinate activities in support of records retention, migration, transfer, storage, retrieval and disposition of Real Estate Services (RES) records statewide.
  • Review and update, as needed, record retention and essential records schedules to ensure RES conformance with legal requirements and state and agency standards.
  • Receive records from RES staff statewide for upload and transfer into current long-term storage database, ensuring all data is complete and accurate.
  • Develop procedures related to records retention, transfer, storage, disposition, and retrieval.
  • Conduct workshops or training courses and assist in the development of instructional materials related to RES forms and records management.
  • Design, develop, and maintain electronic forms, templates, and manuals.
  • Update and standardize template formats to ensure clarity, usability, and adherence to organization and legal standards.

It is preferred that qualified candidates also have:

  • Records Systems Experience: Demonstrated practical knowledge of records management applications, filing systems, and the use of specialized records-related hardware and equipment.
  • Agency Systems Proficiency: Demonstrated experience using WSDOT systems and tools such as GovQA, iLinx, Adobe, and Electronic Content Management (ECM) software.
  • Technical Adaptability: Demonstrated ability to quickly learn, adopt, and effectively use new or evolving technologies, including Microsoft Windows, third-party software, presentation tools, websites, and emerging workplace features.
  • Organizational Awareness: Demonstrated familiarity with WSDOT’s organizational structure and an understanding of the broader Washington State government environment.
  • Regulatory Knowledge: Demonstrated knowledge of Washington State records and information management requirements, including RCW 40.14, RCW 42.56 (Public Records Act), and WAC 434-662 (Electronic Records Management).
  • WSDOT Application Knowledge: Demonstrated working knowledge of WSDOT applications such as Special Requirements/Conditions of Employment.
