This recruitment will be used to fill a Career Service position and to create an eligibility pool to fill vacancies that may occur within the next six (6) months.

The King County Department of Public Defense (DPD) is looking for a dynamic Senior Human Resource Analyst (SHRA) who is ready to jump in, make an impact, and grow with a high-performing HR team.

Reporting to the Human Resource Manager (HRM), this senior-level role serves as a strategic HR Generalist with a strong focus on process improvement and HR data analytics, and in partnership with the HRM and DPD Management will support the Public Defense Attorney Recruitment Strategy.

The SHRA will play a key part in advancing HR innovation, supporting the Human Resource Manager in developing and implementing forward-thinking HR process improvements.

Working side by side with HR colleagues and DPD management, the SHRA will dive into existing workflows, identify opportunities for improvement, and recommend practical, equity-centered and HR data-driven solutions that streamline operations.

All initiatives will align with DPD’s mission and be consistent with King County’s Department of Human Resources overarching policies, processes, and procedures.

Requirements

ESSENTIAL JOB FUNCTIONS AND DUTIES include but are not limited to the following:

  • Support the overhaul and optimization of HR processes, and incorporate Equity and Social Justice fundamentals, including recruitment and selection processes and workflows.
  • Create a change management plan to support the successful adoption and implementation of HR processes across the department and provide consultation and coaching to managers and applicable staff on process changes.
  • Manage the employee exit survey process, track engagement, and assist in analyzing feedback to guide process improvements.
  • Mentor HR team members, assign tasks, monitor progress, and conduct workload reviews.
  • Serve as a resource to management and staff on classification, compensation, and compliance with county code, policies, and union agreements.
  • Analyze and interpret HR and recruitment data and assist in developing metrics, dashboards, and reports that support data-driven decision-making.
  • Specialize in identifying and attracting top attorney talent who reflect the diversity of the communities we serve through innovative and targeted recruitment strategies.
  • Represent the Department of Public Defense at job fairs and community events to build relationships with the community and prospective applicants and may include travel to these events.
  • Identify and develop partnerships with local schools and community partners to promote DPD as a top employer.
  • Support and perform full-cycle recruitment and selection processes for attorneys, and other roles as needed, and positively amplify the candidate experience.
  • Support other HR functions and workflows as needed/required.

Other:

  • Act as a subject matter expert in the efficient use and maintenance of information in the applicant tracking system (NEOGOV). Assist and/or conduct training on system functionality to build proficiency with the Department of Public Defense.
  • Utilize software tools like Word, Excel, SharePoint, and Peoplesoft to create, manage, and maintain documents, spreadsheets, and selection processes.
  • Manage the Bi-Annual Jail Renewal Process
  • Manage the Annual Merit Process
  • Support the Human Resource Manager in other areas as assigned.

Qualifications

Required Qualifications:

  • 4 or more years of progressive experience in Human Resource service delivery with an emphasis on recruitment and HR data analysis, OR any equivalent combination of education and experience that clearly demonstrates the ability to perform all the essential duties of the position.
  • Have a valid Washington State Driver's License and/or have the ability to travel to required destinations around King County in a timely manner.

Desired Qualifications:
  • Experience working with and recruiting attorneys.
  • Experience working in a law firm, preferably a public defense office.
  • Experience performing HR service delivery in a unionized environment.
  • Proficiency in using HR software and applicant tracking systems (i.e., NEOGOV).
  • Familiarity with using PeopleSoft Software.

Knowledge Of:

  • Federal, state, and local employment laws and regulations.
  • Knowledge and experience in King County Performance Evaluation and Merit Pay Processes.
  • Process improvement methods and creating processes to ensure efficient workflow.
  • Recruiting methods and best practices, including attorney recruitment.
  • Modern sourcing, social media marketing, and digital networking techniques.

  • Work in a team environment, as a team leader and member, working collaboratively, building relationships, trust, and rapport with individuals from diverse backgrounds and various organizational levels.
  • Demonstrate organizational and time-management skills to proficiently manage multiple HR, recruitment, or organizational projects simultaneously, including planning, prioritizing tasks, and meeting deadlines.
  • Use communication skills to build strong customer relationships and deliver customer-centric solutions.
  • Manage ambiguity, operating effectively, even when things are not certain, or the way forward is not clear.
  • Take on new opportunities, challenges, and tasks with a sense of urgency, high energy, and enthusiasm.
  • Understand candidate motivators and manage candidate expectations.
  • Positively present the Department of Public Defense and open roles to potential candidates.
  • Stay up to date with new technological trends and Public Defense best recruitment practices.
  • Have regular, reliable and predictable attendance to support timeliness and follow-through on work items.
  • Travel to assigned locations as needed.

Work Schedule and LocationThe Human Resource team works in a hybrid model, with days in the office as well as telecommuting.

The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location for this position is the Dexter Horton Building, 710 Second Avenue, Seattle.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely.

The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.

Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

DPD maintains physical offices in the following locations:

  • Dexter Horton Building, 710 Second Avenue, Seattle
  • Jefferson Street Building, 1401 East Jefferson, Seattle
  • Meeker Street Building, 420 West Harrison Street, Kent

This position is exempt from the overtime provisions of the federal Fair Labor Standards Act (FLSA). As an exempt employee, you are expected to work the hours necessary to satisfactorily perform your job and will not be eligible for overtime pay or compensatory time.

Rotations of work location and practice area and/or workflow are an essential function and can occur based on business need. You may be required to report to any of our Seattle and/or Kent locations.

DPD Ethical Walls Policies and Procedures will apply to employees, such that if you work or have worked for one of DPD's divisions, you may be ineligible to work in another division.
