Key Requirements

Full Job Description

FORESTER 4

Statewide

At the advanced level, performs complex professional and supervisory forestry work in a regional specialty area, developing, implementing, and administering programs to promote and support urban forestry objectives within municipalities to include U.S.

Forest Service Grant, Tree City USA, Demonstration City Grants, Chesapeake Bay Grants, Mountaineer Treeways, Project CommuniTree, The Municipal Tree Restoration Program and other initiatives.

Develop applications, evaluate technical proposals, develop agreements, process grant payments, provide technical assistance for projects and attend meetings and events.

Prepares program narratives, budgets, performance reports, fiscal reports, and supplemental grant proposals while ensuring compliance with federal regulations.

Develops and implements strategies to address issues identified in the WV State Forest Action Plan as required by the U.S. Forest Service to receive federal funding.

This also involves successfully administering multiple programs to promote and support urban forestry within municipal and county governments.

Leads the Technical Specialist and Partnership Coordinator. Provide technical assistance to communities and organizations that are involved with public tree care.

Represent the Division of Forestry at the Northeast-Midwest State Foresters Alliance. Supervises and Directs the Urban Forester and Partnership Coordinator.

Responsible for award of sub-grant funds to communities and project approval. Responsible for the expenditure of urban forestry budget. Provides direction and assistance by the urban forestry staff.

Responsible for hiring urban forestry staff. Recommend statewide strategy concerning the WV State Forest Action Plan. Provides input into both regional and national urban forestry program standards.

Qualifications

Training: Associate degree in a Forest Technology program recognized by the Society of American Foresters OR a Bachelor's degree in a forestry program accredited by the Society of American Foresters.

Experience: Four years of full-time or equivalent part-time paid experience in the field of forestry.

Special Requirement: Must have a current license as a registered professional forester or a registered forestry technician or in the process of obtaining professional licensure.
Must have a valid driver's license.

Must take and pass a physical examination within in the first six months of employment and submit to annual follow-up examinations. Failure to pass the initial examination will result in termination of employment. Failure to pass a subsequent examination may result in reassignment.

Positions must meet the qualifications for and become a Special Natural Resources Police Officer at the earliest opportunity following employment and maintain this commission throughout the period of employment in the position. This requirement may be waived at the discretion of the State Forester.
